Kajwang’, but even in other counties where governors have decided to blatantly ignore or just abuse the procurement laws in this country when it comes to issuance of tenders especially for capital projects. Under processes, there is also the issue of the blatant disregard of labour laws where especially the executive arms of county governments have converted them to employment bureaus.   • 26 Nov 2019 in Senate: enterprises in terms of theft of public resources. It is amazing that a governor can authorise collection of statutory remittances or deductions and fail to remit to the National Hospital Insurance Fund (NHIF), the Kenya Revenue Authority (KRA) and other statutory bodies. Worst still, governors collect money in terms of taxes, levies and cess and spend it directly without depositing it. The money is supposed to be deposited before it is processed for use. There are few issues that come to the fore on this matter of Huduma Namba: One, is the manner in which this project was launched.   • 21 Nov 2019 in Senate: The ANC leader, hon. Musalia Mudavadi was in Kajiado launching this project. The President led a big brigade of senior Government officials to Mwala to launch this project. Six months down the line, nobody in this country has been issued with the card. To make matters worse, the young people that were recruited to undertake this exercise have not been paid, to date. Is it possible that as this was happening, somebody was seated in an office looking at Kenyans queueing long into the night and wondering what is wrong with Kenyans? I encourage the visiting students to pursue debate as a way of exchanging ideas, appreciating and tolerating different perspectives in life. As for the visiting delegation from Trans Nzoia County, I encourage and challenge them that they have a responsibility under the law and the Constitution to undertake primary oversight on the use of funds allocated to the county government. I want to begin by saying that the use of drones is the new reality in effective communication and messaging, not just in this country but across the world. You cannot talk about effective communication and messaging, and exclude the use of drones.   • 14 Nov 2019 in Senate: The Statement by Sen. Sakaja is very clear; it is the blanket ban on the use of drones. In September, as a Member of the Committee on Roads and Transportation, I attended a conference organized by the International Civil Aviation Organization (ICAO) in Canada. From that Conference, it is clear that the World has moved. The use of drones and new technology is doing very well in many countries outside this country.
