Mr. Deputy Speaker, Sir, if I were you, which I thank God that I am not, I would write the initial RTS, which means Return to Sender on that letter. A time has come and now is that Kenyans must begin to demand real justice for the people that are being killed and abducted. That demand goes to the Government of the day. If this is how best he deals with these things, let him organise the assassination of the 67 Senators of the Republic of Kenya. On my own behalf and on behalf of my colleagues in the Senate of the Republic of Kenya, I take this opportunity to welcome the visiting delegation from the Parliament of Uganda. We take cognizance of the fact that Uganda remains a friendly neighbour; the biggest bilateral trading partner with Kenya. I ask the visiting delegation to feel at home wherever they go and may their visit be fruitful as they undertake their benchmarking. Thank you. view

Looking at the table on page 2, the one after bullet 6, there is a consistent deficit in funding for capitation since the years 2019, 2020, 2021, 2022, and 2023, a serious deficit. How does the Ministry then bridge that gap and why are they not learning? Since 2019, there has always been this deficit. What are they doing about this? I mean, they are carrying it forward every year. Can that be linked to the talk about ghost schools and students, as asked by Sen. (Dr.) Khalwale? I thank you, Mr. Speaker, Sir. view
