Mr. Deputy Speaker, Sir, I thank you for giving me the Floor to contribute to debate on the County Allocation of Revenue Bill (Senate Bills No.11 of 2018). I begin by thanking the Chairperson of the Committee on Finance and Budget, Sen. (Eng.) Mahamud for a job well done. He has done a good job in articulating the issues contained in this Bill. Having said that, there are two things I will mention before I go to the Bill. One, the Senate spends a lot of time and human resource to deal with legislation on the allocation of revenue to ...

Thank you Mr. Speaker, Sir, for giving me the Floor. This is a House of record and order. When you issued orders on Thursday, you required that all Chairpersons and Vice Chairpersons of Committees attend the Sitting today before you deliver your ruling. I want to request the Chief Whip of the Majority to confirm to this House whether or not all the Chairpersons and Vice Chairpersons of Committees are in attendance, incompliance with orders that you gave from the Chair. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report ...

Mr. Speaker, Sir, allow me to ride on the comments made by Sen. M. Kajwang'. I have observed this trend since Tuesday where the Order Paper is full of Statements to be issued, but it ends up only two or three Chairpersons are available to respond to them. I would not seek the training of Senators as the Senator for Narok County is suggesting. However, I would kindly urge the Chair to call the Chairpersons to order. It can be very frustrating. For example, today, I received one of the responses to statements that I sought and it is dated ...

Mr. Speaker, Sir, I request for direction from the Chair on this matter. The Statement on the issue of coal in Mui Basin was delivered to me in March this year. The Chairman of the Committee made a commitment that the following day, he will present a detailed Statement on this matter. As we speak today, the Cabinet Secretary in charge of Energy has already visited the area and a new company has been given the concession to exploit the resource. On the 15th of this month, the County Government of Kitui has called for a stakeholders’ meeting on this ...

Thank you, Mr. Deputy Speaker, Sir, for this opportunity. I join my colleagues in registering the thanks of the Senate for the exposition of public policy contained in the Address of the President, delivered at the Joint Sitting of the 12th Parliament on Wednesday, 2nd May, 2018. I will limit my comments to five issues; the unity of the nation, the handshake, the Constitutional review, forgiveness sought by the President and what I would consider missed opportunities. On the matter of the unity of purpose, it is a basic and fundamental responsibility of the Office of the President to speak ...

Thank you, Mr. Deputy Speaker, Sir, for calling the Senator for Murang’a County to order. To me, the call for forgiveness is the greatest sign of leadership; the acceptance from the highest office that we are human. In the process of transacting our political business, we cross the paths of many people. Once we do so, it is only good that we find time and reason to apologise and hold hands together to move forward as a nation. I want to conclude by talking about what I think was a missed opportunity. Yes, it is true the President discharged his ...

Thank you, Mr. Speaker, Sir. I take this opportunity to thank the residents of West Pokot County for bringing this Petition before the Senate. Indeed, the people of Kitui County and, perhaps, Kenyans across the 47 counties experience the same pain that the residents of West Pokot County experience as far as health matters are concerned. Concerning this Petition, I request the relevant Committee to extend the scrutiny to all the 47 counties in the country. It is very appalling when you pay a visit to health facilities anywhere in this country. This is because you will find health facilities ...
