Mr. Speaker, Sir, this question came before the “handshake”. I think what we are dwelling on are events that had happened before the handshake. The handshake is a new dawn which calls for us not to go back to old wounds which may not reflect well on the important agenda of unifying Kenya. (1) Whenever the office of a deputy governor becomes vacant, the governor shall― (a) within fourteen days, nominate a person recommended by the county Senator in consultation with county leaders including the area Members of Parliament, for the position of deputy governor; and (b) with the approval of the county assembly, appoint the nominee as deputy governor. This is not a casual matter. Power should only be obtained through the sovereignty of the people. That is cardinal. Now, under the circumstances we are having a situation where somebody could pick his girlfriend as his deputy. She is chosen because of her image. When the governor passes on, she becomes the governor. That is where we are heading. It is not a casual affair. This is the truth.

Mr. Speaker, Sir, I wish to support this important Motion. By the two leaders, His Excellency President Uhuru Kenyatta and Hon. Raila Odinga, coming together there is no doubt that the people behind them will follow suit. Leaders lead the way. Given that the two leaders have shown us the route of unity, I believe that is where the country is headed. Our country has been in a very unpalatable and worrying situation. The meeting between President Uhuru Kenyatta and the Rt. Hon. Raila Odinga is commendable and this should have come much earlier than now.
