  • 19 Jun 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The issue here is about facts. The Assistant Minister has been on the Floor saying that only 54 per cent of the work is done yet two years are nearly over. The time left between now and October is only about four months. If within two years only 50 per cent of the work has been done and only four months are left, surely, the Assistant Minister is just misleading this House by saying that this project will be completed and the President will commission it before he retires. Therefore, I ... view
  • 19 Jun 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The issue here is not what is in the mind of the Assistant Minister. The issue is what is on the ground. The reality is that what he is saying is not practical. It is not true. Therefore, I beg your indulgence that instead of misleading this House, he goes and comes back with the true information. view
  • 19 Jun 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. My point is that nobody would be interested in how the Assistant Minister conducts his Ministry. The point is that what he has said does not appear practically possible because I have told him that there is only four months. I think, and I do not want to go into this subject, that there are other issues and he would be better briefed. There are other difficulties and issues and how he solves them, that is why he is an Assistant Minister and that is why he earns more money than ... view
  • 13 Jun 2012 in National Assembly: Mr. Speaker, Sir, in some areas, like my area in Mathira, communities have come up health centres some of which have much better infrastructure than what the Assistant Minister has done. As a way of helping the community and encouraging them, could the Assistant Minister confirm that he will supply equipment to these facilities which communities have contributed to set up and assisted in terms of development? view

  • 12 Jun 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. I would suggest to you that because of the many hon. Members who want to speak and the weight of this matter to the nation, families and the hon. Members in this House, we forego Question Time and Questions be deferred to another date, so that we continue contributing. view
  • 12 Jun 2012 in National Assembly: Mr. Speaker, Sir, I stand to give my condolences for the departed colleagues, Prof. Saitoti, hon. Ojode and the other four Kenyans who perished in this unfortunate incident.I give my condolences on behalf of the people of Mathira and the entire Nyeri County. This crash has happened, and I must say from the onset that it does not look like what is naturally expected. The Minister of State for Provincial Administration and Internal Security and his Assistant Minister have enemies of the State. People who are enemies of Kenya are enemies of these two gentlemen. This country needs to wake ... view
  • 3 May 2012 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I rise to support the Motion before us. This country has enacted the new Constitution. We must be careful, as a House, never to be in too much of a rush. Quality and doing the right thing at times should always take precedence. I support his Excellency in the views that made him refer this Bill back to this House. We are going to adopt the devolution system in this country. I want to say that the greatest error we can ever make to this country is if we rush anything when we are ... view
  • 3 May 2012 in National Assembly: Madam Temporary Deputy Speaker, I am just trying to give reasons why sometimes the period may need to be extended. That is the basis of what I am saying. Although we have a new Constitution, although we will pass Bills here that need to be addressed and which are of more national importance than others--- It is on that basis that I have mentioned security. I have said these are some of the issues that we will need to be a bit careful about. Madam Temporary Deputy Speaker, going back to the Motion, devolution is a very important system. Similarly, ... view
  • 2 May 2012 in National Assembly: Mr. Speaker, Sir, the Minister has said that when the water levels rise above the bridges they build, they come and try to elevate them. The whole design is to ensure that bridges are built to levels below the highest river levels. Why should the Minister admit on the Floor that bridges are built and some of them are affected by high water levels? Can the bridges not be built after proper studies to ensure that they are above the water levels? view
