Thank you, Mr., Speaker, Sir, for straightening the matter. I said that according to the Deputy Prime Minister and Minister for Local Government, Kshs33 million may have been misappropriated. I wish to know whether this was just misappropriation or it was something that could lead to some criminal activity. If so, what action is intended to be taken?

Mr. Temporary Deputy Speaker, Sir, I rise because of the importance and sensitivity of this matter. As we are aware, there are areas where the population has suddenly increased. Therefore, I would like the Minister to be a bit more diligent in looking at this matter. I would wish the Minister to clarify to us exactly what measures he has put in place, especially concerning intelligence information. You cannot just rely on a chief the way you have just answered. Madam Temporary Deputy Chairlady, we need to be careful not be to doing things either for punishing or with unnecessary anger. There is money laundering and there is money which is earned genuinely. If we are talking about free enterprise, there is nothing to stop you from putting your money wherever you want in this world, in order to do business. Therefore, I find this clause not to be in good order.

Madam Temporary Deputy Chairlady, let us also be careful. We have allowed dual citizenship. By allowing dual citizenship, what do we mean? We mean you can be a citizen in many countries and own money in those places. Therefore, I find this not to be well-meant. I actually wonder the source of this clause and it should never appear in any of our laws.
