On a point of order, Mr. Speaker, Sir. I seek a Ministerial Statement from the Minister of State for Immigration and Registration of Persons on the issuance of identity cards and voters cards. Mr. Speaker, Sir, the people with old generation identity cards are not being allowed to register as voters. Could the Minister tell us what he will do to ensure that these people get registered as voters because they hold a valid document that is issued by the Government?

It has been a long journey and now it is at the stage where this Parliament is supposed to come out, as leaders of this nation, rise above their personal interests and see that the new Constitution of Kenya is a document that will serve the people truly. Mr. Speaker, Sir, last year this House questioned the sudden refusal by the Minister to extend the tenure of Mr. Mwangi, who was the Managing Director (MD). We expressed the concern that acting contrary to the boardâs resolution would lead to the disruption of the management of New KCC. Thereafter, we witnessed what happened. Could the Minister tell this House what he is doing to put the New KCC management in order and whether he can consider reinstating Mr. Mwangi as the board had requested?

Mr. Speaker, Sir, first of all, it is not right that any Member of this House should stand up here and impute criminal activities on an individual without laying evidence. The hon. Minister has painted Mr. Mwangi as if he has committed many crimes. Looking at the whole story, one wonders why disciplinary action had not been taken against the MD if it is true he has been operating in the manner that we have been told this afternoon. Mr. Deputy Speaker, Sir, my concern is that the herders have brought camels and other livestock to areas whose livestock is not used to camel diseases. This will lead to resurgence of new diseases. Is the Assistant Minister prepared to pay for the immunization of that livestock? Could he also confirm that he will pay the various farmers whose crops have been destroyed?
