  • 27 Feb 2024 in Senate: Mr. Speaker, Sir, thank you for giving me an opportunity to also make my contribution to this report. I have no hesitation in supporting this report because I am adversely affected by the inefficiencies of power generation. I begin by thanking Sen. Wamatinga, the Chairperson of this Committee. I declare my interest that once this Report is fully implemented, I will be the first beneficiary. Mr. Speaker Sir, Sen. Cheruiyot and I get power from one line with the substation in Chemosit. That one line with 132,000 KVA supplies five counties including Kericho, Nyamira, Kisii, Migori and Homa Bay. Often ... view
  • 27 Feb 2024 in Senate: Unless we allow competition - I expected that recommendation to be in this Report - Sen. (Dr.) Khalwale, Sen. Mungatana, and Sen. Kisang’ - unless we kill monopoly and allow competition, we will always have these problems of high electricity tariffs. We can learn from other jurisdictions. During the Great Depression in the 1930s in the United States (US), President Roosevelt opened up the industry in 1933, and he allowed for the setting up of the Tennessee Valley Authority. One of the tasks of the Tennessee Valley Authority was to generate affordable power to the people of Tennessee Valley. You ... view

  • 21 Feb 2024 in Senate: Madam Temporary Speaker, under Standing Order No.105, we should not make statements that may be misleading to the public. We have heard it being said repeatedly by my good friend, Senior Counsel, that this report does not address the issue of the cost of living. However, if you go to page 133 all the way to 144, the report has comprehensively addressed issues dealing with the cost of living. We have even given a basis on what has led to the high cost of living. We have made a proposal in the report on page 144 that the Cabinet Secretary ... view
  • 20 Feb 2024 in Senate: Thank you, Mr. Speaker, Sir. I feel privileged to stand here and second this momentous Report that was arrived at from the discussions of the NADCO. I begin by thanking my colleague Senators who graciously approved my nomination to sit in the NADCO and the team that was chosen by the Majority Side during the discussions. We would not have achieved what we did without the spirit of give and take. Mr. Speaker, Sir, I must say that it was not easy at the beginning. When we arrived at the Bomas of Kenya, at the beginning there was a very ... view

  • 20 Feb 2024 in Senate: Mr. Speaker, Sir, advanced democracies like Australia have done eight amendments to their Constitution, but what we need to learn as Senators is that in those eight amendments, seven of them were through a bipartisan approach, like what we are doing here. A bipartisan approach is the best way to amend the Constitution. So, Kenyans should not bash us, the political class, that we are on a mission to water down the Constitution of Kenya 2010. This attempt is to strengthen and fix what is not working in the Constitution. We have borrowed from many jurisdictions in accepting some of ... view
