The justification is that if you read the Third Schedule, the heading states the list of agencies for implementing the affordable housing programmes and projects. That amendment proposes to leave the county governments as the sole agents that will undertake housing programmes and projects. The justification is that under the Fourth Schedule, Part 2, Section 8 of the Constitution, housing and development is a function of county governments.
