Elgon and several attacks made by Sabaot Land Defence Force (SLDF) and other criminal gangs in Gitwamba, Kalaha, Kinyoro and Kissawai farms in Trans Nzoia West District and failure by the security agencies to send timely reinforcements from Kitale Town due to bad roads and rough terrain, resulting in heavy losses in life and property, when the Government is planning to tarmack the D285 Kambimiwa- Koykoy-Kaptama, E320 Koykoy-Gitwamba and D286 Kipsongo-Kinyoro-Kissawai roads in order to improve security the area. view
  • 11 Dec 2008 in National Assembly: Mr. Speaker, Sir, the Assistant Minister, in his answer, appreciates that the tamarcking of Kaptama-Kapsokwony-Sirisia Road will improve security in this region. However, the road he has mentioned in Mt. Elgon, ending at Kaptama, is the same one that extends to Saboti through Koykoy-Gitwamba. In view of the insecurity in the area, why has the Government not tarmacked this road on the Trans Nzoia side? view
  • 11 Dec 2008 in National Assembly: Mr. Assistant Minister, the roads that you have mentioned qualify to be classified as security roads. What is the official policy of the Ministry with regard to security roads? view
  • 10 Dec 2008 in National Assembly: Madam Temporary Deputy Speaker, I had received an indication from the Minister for Roads that there are consultations between the Ministry of Roads and the Ministry of Local Government with regards to this Question and that action will be taken. Madam Temporary Deputy Speaker, I would only request the Minister to confirm the timeframe within which the consultations will be concluded and action taken. The issue of--- view

  • 10 Dec 2008 in National Assembly: Mr. Speaker, Sir, I must commend the Assistant Minister for the efforts they have made. They seem to have worked very well with the millers in consulting over the prices, even of the Kshs52 and Kshs72 packages. What about the farmers? You have not given them the same attention in terms of price. What are you doing to give the farmers the price of Kshs2,300 they have asked for? view
  • 10 Dec 2008 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir. I beg to second this very important Motion. I want to congratulate hon. Kaino for bringing this very important Motion. Mr. Temporary Deputy Speaker, Sir, this morning, we had several hon. Members actually touching on the issue of cattle rustling. We had a Question from hon. Pesa from Migori. We also had one from hon. Letimalo from Samburu East. Hon. Kutuny and several hon. Members of this House raised issues touching on cattle rustling. That means that this is an issue of a national nature. It is not restricted to a ... view
  • 9 Dec 2008 in National Assembly: Mr. Speaker, Sir, I wish to support this Motion. I would like to start by paying tribute to you, Mr. Speaker, for your very able leadership since you were sworn in as the Speaker of this House. I remember that the first thing you said in your speech was that you are going to ensure that reforms come to this House and this country, particularly the issue of live coverage from the first day. Indeed, you indicated that by August of this year, we will have live coverage. For the first time in the history of this country, Kenyans are ... view
  • 9 Dec 2008 in National Assembly: courts, lower courts and the courts of appeal in this country, where there is appellate jurisdiction. Perhaps, a Member is dissatisfied with the ruling of the Chair. Perhaps, the Chair is asked to make a ruling on a previous ruling and that happened once. I did fear that this House almost suffered a procedural meltdown. Perhaps, it is an issue that we need to apply our minds to because there will come a time when, perhaps, we have a Speaker who comes from one party and the Deputy Speaker from another party. Perhaps, issues will come where rulings might be ... view
  • 9 Dec 2008 in National Assembly: Mr. Chairman, Sir, I beg to move:- THAT, Standing Order No.1 be amended by inserting the words "and the decision shall be final" immediately after the word "Speaker" appearing in the third line. Mr. Chairman, Sir, the intention of the this proposed amendment is to avoid conflict between decisions that are likely to be made. Standing Order 1(b) states that reference to Mr. Speaker shall be deemed to include reference to the Deputy Speaker when presiding over the House and any Member of the House for the time being so presiding. Mr. Chairman, Sir, there is a possibility, and we ... view
