  • 15 Jul 2008 in National Assembly: Thank you, Mr. Speaker, Sir. This House resolved unanimously, a few weeks ago, that the Government should write off loans owed to Agricultural Finance Corporation (AFC) due to the post-election violence. We had expected the Assistant Minister to tell us about the plans to restructure AFC. His answer is disappointing because there is nothing to indicate that there are plans to restructure AFC to make it more effective in future. Could the Assistant Minister inform the House what plans the Government has to restructure AFC so as to write off the loans as this House had resolved? What steps have ... view
  • 24 Jun 2008 in National Assembly: Mr. Speaker, Sir, I beg to give notice of the following Motion:- THAT, appreciating the critical role played by village elders/headmen as the link between the Government and the people of Kenya in many villages across the country; aware that in spite of the crucial part played by those leaders in the Provincial Administration there is no formal, legal or remunerative recognition given to them; this House do grant leave to introduce a Bill for an Act of Parliament to amend the Chief's Act to create offices of village elders/headmen and to provide for requirements for appointment; remuneration and related ... view
  • 19 Jun 2008 in National Assembly: Mr. Speaker, Sir, I also rise to support the Budget Speech. This is truly a historic Budget, as the Minister for Finance said. It is the first Budget of the Grand Coalition Government. It comes at a time of momentous national recovery, after a period conflict, a period of turmoil and a period of political turbulence. Mr. Speaker, Sir, many Kenyans have very high expectations of this Budget. The Budget has received praise, which, in my view, is well deserved. By the theme of the Budget, I think the Minister captured the mood in the country. The theme of "Working ... view
  • 18 Jun 2008 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister of State for Provincial Administration and Internal Security the following Question by Private Notice. (a) What steps has the Minister taken to bring the killers of Saboti CDF Manager, Mr. Joshua Orina, to book? (b) Why has the prime suspect not been arrested in connection with the killing which occurred on March 16th, 2008? view
  • 18 Jun 2008 in National Assembly: Thank you, Mr. Speaker, Sir. This murder occurred on 16th March, 2008. It is almost four months down the line since the two suspects were arrested. Could the Assistant Minister confirm to the House that the prime suspect he has named in this House has not been arrested because he was a member of the District Security Committee? That is why he has not been arrested to date. Could he assure us that, actually, this prime suspect will be arrested and brought to book? view
  • 18 Jun 2008 in National Assembly: Mr. Speaker, Sir, the late Joshua Orina was a fresh graduate from the university. He was 26 years old and this was his first job. He was murdered because of endemic corruption in the CDF Committees, not just in Saboti, but I am sure in other constituencies as well. Due to the risk at which Fund managers are placed, most of whom are young people who have just come from the university, what is the Assistant Minister doing to ensure the security of other CDF managers, so that they do not face the fate of the late Joshua Orina? view
  • 11 Jun 2008 in National Assembly: Thank you, Mr. Speaker, Sir. I wish to support the Motion of Adjournment. The nation is in shock and mourning. As we rose yesterday, the news came to us and we were all in shock. I learnt of the death of Ms. Laboso and Mr. Kones from my sister Gloria Wamalwa. Gloria was Ms. Laboso's friend. She runs a salon in town where Ms. Laboso used to do her hair. Gloria was expecting Ms. Laboso to do her hair this afternoon. When the news came, she and all the ladies in her salon were in shock because they expected Ms. ... view
  • 8 May 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I wish to support this Bill, the Proceeds of Crime and Anti-Money Laundering Bill. First, I wish to thank the Minister for acknowledging that, indeed, there are a lot of fears about this Bill. Many hon. Members have already expressed their fears. You can tell that the main fear is that this Bill is the Anti-Terrorism clothed in another linen. I think it is a matter of genuine concern to many hon. Members and, therefore, it is important that these fears be cleared. When you look at the definition, for example, of tainted property, there ... view
  • 7 May 2008 in National Assembly: Mr. Deputy Speaker, Sir, I beg to move the following Motion:- THAT, in view of the devastating effects that post 2007 election crisis had on formers particularly in the Rift Valley Province and other affected areas; aware that many farmers' capacity to service AFC and ADC loans have been severely affected by these situation and are unable to access further financial support from these institutions in order to develop their farms and enhance production; acknowledging that agriculture still remains the backbone of our economy and that our national food security is threatened by the crisis; conscious of the necessity to ... view
  • 7 May 2008 in National Assembly: of 2nd May, a statement by the World Bank President Mr. Lobert Zoleck. He is coming up with a new deal. It is an initiative to double lending to agricultural countries in order to help poor farmers access credit to enhance productivity. Mr. Deputy Speaker, Sir, in Senegal, the President has come up with a new initiative that he has called GOANA. That stands for "Great Offensive for Food and Abundance". This is an African nation that has seen the crisis situation coming ahead of it and has moved to enhance production by starting programmes that will bring about a ... view
