14 Dec 2011 in National Assembly:
Thank you, Madam Temporary Deputy Speaker. I want to thank the Minister for requesting us to work with his registrars, but I want to find out how many counties he has visited to actually find out the position on the ground and also, the reasons why some of the identity cards have not been collected. Is it true that some of the registrars are asking for money from the people? That could be one thing that is discouraging people from collecting their identity cards.

14 Dec 2011 in National Assembly:
Thank you, Mr. Speaker, Sir. The issue related to two bridges; namely, Mulwanda Bridge in Samia District and Sigiri Bridge in Bunyala District. In respect to Mulwanda Bridge, the Assistant Minister, in his Statement, has said that the Ministry has identified the need to construct this bridge and, therefore, designs will be carried out next year. But is the Assistant Minister aware that His Excellency the President had visited this place sometimes in 2009 and had, in fact, given a public direction that this bridge be constructed in order to connect Uganda and Kenya and open trade in that area? ...

14 Dec 2011 in National Assembly:
Mr. Speaker, Sir, there was a second aspect touching on the Ministry of Transport. There used to be a ferry at Sigiri in the 1980s and the Minister for Transport was supposed to give an answer with regard to that as well as the Minister of State for Special Programme with regard to the families that were affected in the disaster. Can the remaining bit be directed to the relevant Ministries? Could the question be deferred for the two Ministers to respond?

13 Dec 2011 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, mine is a reminder. Apart from the Statement that I had requested from Mr. Ojode, there was another Statement I had requested from the Ministry of Transport with regard to a boat that capsized in Budalangi and the construction of the Sigiri Bridge and Mulwanda Bridge. Mr. Kinyanjui had undertaken to make that Statement, but I have not seen him in the House. Could it also be given tomorrow?

6 Dec 2011 in National Assembly:
Madam Temporary Deputy Speaker, the Kriegler Report said that unless this country reforms its critical institutions of governance; and unless we act, what we saw in terms of Post-Election Violence (PEV) will be like a Christmas party come the next general election. What we are seeing are very dangerous signs and worrying trends of violence emerging again, whether it is between parties or even intra-party activities. We have seen violence in the ODM grassroots elections. We have seen violence in the recent by-elections. What I want the Assistant Minister to assure this House is really what the Government is doing ...

Madam Temporary Deputy Speaker, I want to thank all the hon. Members who have contributed to this Bill. I want to start by thanking hon. Odhiambo- Mabona for seconding this Bill. She was actually the first one to propose amendments to improve the proposed Bill, particularly noting that apart from the youth, women have also been discriminated against. We also have the disabled people. I really welcome the proposed amendments that will come during the Committee Stage. I also welcome the proposed amendments by hon. Olago and hon. Midiwo. Madam Temporary Deputy Speaker, I want to end now by saying what John F. Kennedy once said that: “A nation that cannot take care of the many who are poor cannot protect the few who are rich.”
