  • 17 Nov 2011 in National Assembly: Mr. Deputy Speaker, Sir, it has been a matter of great concern that we have had a monopoly at the Port of Mombasa, in a very crucial activity, namely the handling of grain; this country has had this situation for many years. For many years, we have looked at the Indian Ocean and expected grain to come through importation to fill the deficit that we have had over the years. When you visit Mombasa you learn that the story of this monopoly has been deliberated on a lot. We are happy that the Government is finally making efforts to make ... view
  • 17 Nov 2011 in National Assembly: The recommendation of this Committee is that when these two areas open up, we should have competition by allowing in participants other than those who have been handling grain at the Port of Mombasa. Competition is healthy for the nation. We do remember the days when we only had the Voice of Kenya (VoK), that monopolized the airwaves. When we look at our country today, it will be unbelievable for the next generation to be told that, at one point, there was only one television station that monopolized our airwaves. view
  • 17 Nov 2011 in National Assembly: Having opened up our borders, we believe that it is possible in future an activity as crucial as grain handling to be opened up for competition. We do look forward, as a country, to the day when we will not be handling grain from other countries in our country. We look forward to the day when, as a country, we will remove Kenya from the list of food insecure nations of the world. This is because we are capable producing enough and we have the potential. God has blessed this country immensely with good rains and fertile land. The farmers ... view
  • 17 Nov 2011 in National Assembly: Mr. Deputy Speaker, Sir, I beg to move that the Public Procurement and Disposal (Amendment) Bill, Bill No.27 of 2011 be read a Second Time. This Bill is a proposal for the amendment of the Procurement Act. It is in line with the provisions of Article 55 of the Constitution of Kenya, which provides that the State shall take measures, including affirmative action programmes, to ensure that the youth have opportunities to participate in the political, social and economic spheres of life of this great nation. Affirmative action has been defined in the interpretation part of the Constitution. Affirmative action ... view
  • 16 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I went to Gendia High School, which is on the Kendu Bay-Oyugis Road. I was there recently and the road was in a bad state. We intend to go back, as old boys of Gendia High School, to fundraise for a bus for that school. I have heard the Minister mention all the roads where he has contractors. When is he taking a contractor on Kendu Bay-Oyugis Road and when will work start? view
  • 16 Nov 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is it is in order for the Minister to keep evading the question by Mr. Mwau about the issue of the court view
  • 15 Nov 2011 in National Assembly: Mr. Speaker, Sir, I rise to request for a Ministerial Statement from the Minister for Higher Education, Science and Technology on the status of Kibabii University and Kibabii Teachers Diploma College. I would like the Minister in the Statement to clarify whether the gazettement of the Kibabii University means the end of the existence of Kibabii Teachers Diploma College or whether the two institutions are and will continue to co-exist. Secondly, I would like the Minister to come up with a clear official Government policy as far as creation of new universities is concerned and the fate of existing tertiary ... view
  • 15 Nov 2011 in National Assembly: Thank you, Madam Temporary Deputy Speaker. The Ministers are rising here to answer. I just want them to explain to us because we do not understand this. Copies of title deeds have been tabled in this House and we would like the Minister for Lands to tell us whether these titles, which were issued by the Ministry of Lands, are valid or not. If the Minister for Transport comes, let him table the title deed of the Kenya Airports Authority (KAA) that is supposed to be superior to the title deeds of the families that are today displaced. view
  • 15 Nov 2011 in National Assembly: Madam Temporary Deputy Speaker, we would like the Deputy Prime Minister and Minister for Local Government to tell us whether these parcels of land are in Mavoko County Council or in Nairobi. We want him to come out very clearly and satisfy this House and this nation. view
