27 Oct 2011 in National Assembly:
Mr. Speaker, Sir, there is a glaring gap in the Leader of Government Business’s statement. He has indicated in his statement that pursuant to the provisions of Standing Order No.175, the HBC on 17th May 2011, recommended to the Liaison Committee to direct a meeting of this Committee for purposes of electing a chair, but that election did not take place. The Leader of Government Business has not said what happened, why the election did not take place and why this same Committee, eight months after the resignation of three members, cannot be given the opportunity to reconvene and elect ...

On a point of order, Mr. Speaker, Sir. Yesterday, you allowed me to request for a Statement from the Prime Minister regarding the KKV initiative and you gave directions that Wednesday next week, the Prime Minister would come to make a Statement on the same. That particular request included the amount of money applied to that initiative from inception to date, how much has been lost, who is responsible and whether the Prime Minister would be taking political responsibility for the alleged loss. On a point of order, Mr. Speaker, Sir. From your direction, you have made it very clear that the statement of the Deputy Prime Minister and Minister for Local Government would be a general statement on the Kazi Kwa Vijana Programme, and not a specific statement to the loss of the funds.

Is it in order for the Assistant Minister to continue evading this very important question and also mislead the House that it is because of lack of money when, a while ago, when there was drought in this country, the Government somehow raised Kshs10 billion to deal with the situation? This same Government said that it was going to raise the SGR from four million bags to eight million bags. That was said by none other than the Head of State himself. Is the Assistant Minister saying that the Government does not ...

(KKV) Programme funds. I would like the Prime Minister, in his Ministerial Statement, to tell this House how much is involved, in terms of funding of the KKV Programme, from inception to date; how much money has been lost through alleged corruption; who is responsible for the alleged loss of the funds, and whether the Prime Minister will be prepared to take political responsibility as he has advised other Ministers in similar circumstances in the past to do.

19 Oct 2011 in National Assembly:
On a point of order, Mr. Speaker, Sir. There was a matter that was brought to your attention by the hon. Gitobu Imanyara regarding a Petition by the Mau Mau war veterans that has been pending before this House. I had brought it over two years ago. This particular Petition had been referred to the Departmental Committee on Justice and Legal Affairs, but there has been a stalemate in that Committee. The matter has been pending for over two years. Tomorrow is Mashujaa Day. I would really appreciate it if you gave further directions on the matter. Perhaps, that Petition ...
