  • 8 Jul 2010 in National Assembly: Mr. Deputy Speaker, Sir, I am sure that the people of Kitale would be happy to know that this 20-year old project would finally be completed on 30th September, 2010. I just want the Minister to confirm if this was the only cost revision in 2005 or there have been others and to what extend the cost escalated over and above the original project cost. view
  • 8 Jul 2010 in National Assembly: Mr. Deputy Speaker, Sir, I think it is a matter of great concern. It is only the other day that we heard of a similar project in Kisumu which took over 20 years to complete. Looking at the escalation of the cost from the original Kshs35 million to over Kshs300 million really, is the Government not losing money in having these old projects being used for siphoning public funds? Could he confirm to the House? view

  • 7 Jul 2010 in National Assembly: asked the Deputy Prime Minister and Minister for Finance- (a) whether he was aware that Kenya is losing a lot of foreign investors to Rwanda, Uganda and other neighbouring countries due to Government bureaucratic red tape and corruption ; and, (b) what the Government is doing to streamline the foreign investment process by establishing an effective one-stop shop. view
  • 7 Jul 2010 in National Assembly: Mr. Speaker, Sir, I am afraid that the one-stop shop, or OSS, concept has become like other riddles; it is like the Early Childhood Development (ECD) one which we were told that it would be implemented by 2010 and ECD teachers be paid. We were told yesterday that they would not be paid. The Millennium Development Goals (MDGs) were to be achieved by 2015 and we are now being told that they will not be achievable. Perhaps, when we get to Vision 2030, it will turn into Vision 3020. Can the Assistant Minister tell the House when exactly--- Can he ... view
  • 7 Jul 2010 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. Last weekend, I was in Mumias with hon. Washiali and the roads are really in a bad state. I also went to Runyenjes with hon. Mbarire and I noticed that the roads in the tea zones used to be tarmacked. With that amount of money, almost Kshs400 million that the Assistant Minister has told us, does the Government have any plans to tarmac roads in tea, sugar and coffee zones? view
  • 7 Jul 2010 in National Assembly: Mr. Speaker, Sir, my Question was in two parts; one on the one- stop shop and the other one on the measures on corruption. In the answer, the Assistant Minister has dealt on measures to facilitate operationalization of the one-stop shop but has not put in place any measures to deal with corruption that is turning away many of our investors. We know that we have the Kenya Anti-Corruption Commission (KACC), but what is the Ministry doing to ensure that we do not lose investors? view
  • 6 Jul 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the Assistant Minister to mislead the House that the Government does not fix prices when the Government has fixed prices for maize? In fact, it set the price of maize at Kshs2,300 a bag. Now, it offers Ukambani maize farmers Kshs1,500 per bag, and yet the same Government has been importing maize from South Africa at Kshs3,000 per bag. Is this Government sensitive to farmers? view
  • 6 Jul 2010 in National Assembly: asked the Minister for Education:- (a) why he has not placed Early Childhood Development (E.C.D.) teachers on the Government payroll in line with his undertaking in the House to do so by 2010; and (b) whether he could confirm to the House when the Government intends to implement this plan so as to address the plight of ECD teachers in the country. view
