Mr. Temporary Deputy Speaker, Sir, I wish to request for a Ministerial Statement from the Ministry of Education on the problem of acquisition of birth certificates by both parents and students in view of the the fast approaching 30th June, 2010 deadline. In his Statement, I would like the Minister to address the need for postponement of 30th June, deadline to avoid many students missing out on registration up to a later date in the year or even suspending this until next year in view of the delays in processing of the birth certificates and the limited time left before ...

23 Jun 2010 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I also want to join my colleagues in congratulating Eng. Maina for this timely Bill and also hon. Members. It is only yesterday that we were dealing with a Bill here which was brought by Ms. Odhiambo. The Bill was dealing with vulnerable members of our society; women and children who are being trafficked. Today, we are passing a Bill that is also dealing with vulnerable parts of our society, the poor who cannot afford to put a meal on the table. We are talking about a nation whose population - over 50 per cent ...

22 Jun 2010 in National Assembly:
Mr. Deputy Speaker, Sir, the Assistant Minister has confirmed that part of the reason why they dropped out was financial problems. We know that most of the self-sponsored diploma teacher students are actually primary school teachers. If 50 per cent of them dropped out, what are you doing to help them?

22 Jun 2010 in National Assembly:
Mr. Deputy Speaker, Sir, this Government has never been serious about settling squatters. In his answer, the Minister has said that no funds were allocated or set aside in this yearâs Budget to settle squatters. He even went further and said that next year it is unlikely that any funds will be set aside. The last time funds were set aside was in 2006 when squatters were settled as Solio Ranch. Even the land in Chepchoina that the Minister has mentioned was meant for squatters has been allocated to the Provincial Administration. What has the Minister done to ensure that ...

22 Jun 2010 in National Assembly:
Mr. Deputy Speaker, Sir, I think this House has done all that it needs to do to help the Ministry of Lands deal with the issue of squatters. We passed a resolution when I brought a Motion in this House in 2008 for setting up a Squatters Fund and a Directorate of Squatters to deal with this issue. We also passed the land policy which for the first time deals with landlessness in this country. I do not know what more the Minister wants this House to do. What is he doing to implement what we have already passed?

22 Jun 2010 in National Assembly:
Mr. Deputy Speaker, Sir, may the rule apply to other pending petitions as well? There is a petition I presented on persons with albinoism that is before the Committee on Equal Opportunity; there is a petition I presented on the Mau Mau Freedom Fighters that has been pending before the Justice and Legal Affairs Committee. Will your ruling be directed to all pending petitions before the House?
