  • 31 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, I wish to second this Motion and congratulate hon. Beth Mugo on the leadership she has shown on this matter, trying to bring together the religious leaders as well as the medics to find a middle ground. We cannot ignore the religious sector and their input into this matter. Looking at the provisions that are there under Article 26, it is very important that we are clear at what point life begins. Though we say everyone has a right to life, we must also go out of our view
  • 30 Mar 2010 in National Assembly: Mr. Speaker, Sir, I also wish to support this petition and thank Dr. Khalwale for bringing it here. The story of the Kiborowa squatters spans over 20 years, when they were evicted from Kiborowa Forest at the time when Mr. Yusuf Haji was the PC. From the time these squatters were evicted from Kiborowa Forest the Government promised to settle them. It has been over 20 years and there are those who were there when we were in school. There is a Mzee Chemombut, Mzee Muyekho, Mzee Kabuya who moved there when he was a young man, but he is ... view
  • 25 Mar 2010 in National Assembly: Mr. Speaker, Sir, the Minister had made a similar undertaking in 2008 for construction of a theatre at Sabaoti Sub-district Hospital and provide an ambulance. view
  • 25 Mar 2010 in National Assembly: Mr. Speaker, Sir, we received an ambulance. However, up to now, the theatre has not been constructed. They had indicated that it will cost about Kshs5 million. Mr. Minister, do you really follow up to see whether these plans are actually implemented? view
  • 24 Mar 2010 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me a chance to support this Motion for the adoption of the Draft Constitution as moved by the very able Chairman of the Parliamentary Select Committee on Constitutional Review, my learned friend, Mr. Abdikadir, and seconded by his very able Vice-Chairman, my learned friend, Mr. Ababu Namwamba. view
  • 24 Mar 2010 in National Assembly: A former President of the USA, Franklin Roosevelt, once said that there is a mysterious cycle in human events, where sometimes, to some generations much responsibility is given; to others, much is expected. To his generation, he said that his generation had a rendezvous with destiny. I believe that to the Tenth Parliament, much responsibility has been given by Kenyans and to this Parliament, much is expected by Kenyans. Indeed, this Tenth Parliament, has a rendezvous with destiny. view
  • 10 Mar 2010 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister of State for Provincial Administration and Internal Security the following Question by Private Notice. (a) Under what circumstances were Messrs. Alfred Sululu (a Red Cross of Kenya Volunteer in Bungoma) and Ronald Kiprono (a 2nd year Kenyatta University B.Com student) killed recently? (b)Who was responsible for these heinous acts and what action has been taken against them so far? (c)What action is the Government taking to check the increasingly worrying trend of misuse of firearms and extra-judicial killings by the police officers? view
  • 10 Mar 2010 in National Assembly: Mr. Speaker, Sir, there is a worrying trend of trigger-happy policemen killing innocent Kenyans. Apart from Alfred Sululu and the young Kiprono Chumba, we remember the case of Dr. James Muiruri who was shot by an officer who was off duty and yet he had a gun. We remember the case of Jordan Odhiambo, the United States International University (USIU) student who was shot by a trigger-happy policeman. The truth of the matter is that the officers responsible are protected by fellow officers. To date, young Kiprono Chumba’s killers have not been brought to book. What has the Assistant Minister ... view
  • 10 Mar 2010 in National Assembly: Can the Assistant Minister tell the House when they intend to prosecute the officers who were responsible for the killing of the late Kiprono? view
  • 10 Mar 2010 in National Assembly: Mr. Speaker, Sir, the Minister has indicated that part of the interventions by the Government to deal with the milk glut is to create a strategic milk reserve. Could he confirm whether the Government has also considered free milk for primary schools as some of the interventions to deal with the excess milk? view
