Deputy Speaker, even as we do what we are doing with the NG – CDF, this country must critically look at how money is disbursed to the counties, if we are to realize the gains of devolution. We have been told, and we can see that this Bill is an amendment to provide guidelines for the Cabinet Secretary to manage referral cases so as to prevent the abuse of the process. Many cases have been cited here today of patients who have gone to India, most of the times, for the simple reason that the cost of treatment is manageable. Therefore, like other Members, I support this Amendment Bill and urge that we go a step further to make sure that some of these prohibitive costs are brought down to manageable levels by the people of this country. view

I have heard Members talking about defined contribution yet, I believe what we have here is defined benefit. So, I am calling upon the Chair or Mover to clarify because I believe it is defined benefit and not contributory. So, can we be very clear on what we are talking about. Am I clear?
