mainstreaming in all sectors? I am happy that in this policy, it is coming out very clearly that there are set out measures on which to address the existing gaps that we have currently on matters gender equality. As we pass this policy and get down to implementation, I ask that we get Government commitment on the implementation. That is where we normally fail. We have good policies, but rarely do we implement them. A good thing that has happened with the policy are the measures that have been set out that we can say that on this area, we ...

Thank you very much, Hon. Temporary Deputy Speaker. I stand to also support the Bill. It is reinforcing regulations that are already in place. In the public service today, the retirement age is 60. This has been the case for about 15 years now. People retire at 60 years of age. There is nothing new in this. The retirement age is 60. The problem could be the enforcement of this regulation. I say without fear or contradiction that probably only 85 per cent of public servants have complied with this regulation. Probably only 10 or 15 per cent have not. ...

Thank you, Hon. Speaker. I have noted that in my Question, as presented in this Order Paper, there has been a bit of a mix up. I, therefore, request that I withdraw it today for redrafting. I thank you.

I note as my colleagues have said that the candidates have the requisite qualifications, academics and experience to do this job. I believe the Committee was thorough and on issues like this, I would call for consistency. This is a House of records and by approving these names, I am sure the citizens out there will go back to some of our decisions to see if there are consistencies in what we say today and what we said yesterday.

On the issue of the youth, I want to say that there are certain jobs that require a certain level of maturity and experience. This is clearly spelt out in the terms and conditions of service in almost all Government organisations. Therefore, I am in agreement that the young man is still too young and the years of experience are too short to handle an office of this nature.

On issues of ethnicity, I get a bit sensitive about this particularly when we have a case like this. I do not think this was an issue when they were making the decision to deny the young man this job. Even when it comes to disability, there are certain positions I do not think you should get simply because of your condition. Once we spell out your qualifications, disability is not inability.

Thank you, Hon. Deputy Speaker. At least, you got it right, Kabondo Kasipul Constituency. I too stand to support the Report. I want to agree with the sentiments of my colleagues.

Hon. Deputy Speaker, as I have said, I, too, support the sentiments of my colleagues. The NG – CDF has played a critical role in almost all constituencies. This is obvious to the extent that you wonder, as my colleagues have said, what exactly is happening to the money of the county? My colleagues will agree with me that on all problems that face the constituents, the first stop is at the Member of Parliament’s office. They will ask you things like health, we do not have medicine; we do not have water; we do not have roads; we are ...
