  • 8 Aug 2018 in National Assembly: nobody she can depend on. So, as I congratulate my colleague and support this Motion, we need to move very fast in terms of saving people in the society. We should not wait for people to get sick or when disaster has struck for us to work. We are coming from violent elections. Any time our people get into problems, they are left at the mercy of guidance and not having anything to rely on. It is high time this Motion was taken care of. It needs to go to the NGEC so that they implement it immediately. Thank you, ... view

  • 26 Jul 2018 in National Assembly: Thank you, Hon. Speaker. On this issue of land regarding Mwea--- The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 25 Jul 2018 in National Assembly: Thank you, Hon. Speaker. I rise on a point of order. This House is creating a very bad precedence because it is going against Section 62 of the Anti-Corruption and Economic Crimes Act. I am will cite Article 50(2)(a) of the Constitution which says that the accused or arrested is assumed innocent until proven guilty. If this House today cites Section 62, even we Members of Parliament will be targeted. We will be targeted in the sense that if somebody knows that you are seeking a job, you will get arrested and then we will be using this precedence which ... view
  • 24 Jul 2018 in National Assembly: Thank you, Hon. Speaker. I would like to debate on the second Petition on the issue of land. If we want to exercise our supreme powers in this country, we have to respect Chapter 5 of our Constitution which describes the use of land. Our Kenyan citizens are suffering all across the whole country because of the issue of allocation of land. We have challenges when some of our people having titles and others not having them. Sometimes, we are not able to know who have that title deeds and the right to use the land. If that Petition can ... view
  • 4 Jul 2018 in National Assembly: Thank you, Hon. Deputy Speaker. I want to support what the Leader of the Majority Party has said. Notices of Motions should have the concise statement of the nature of the claim. They should carry the message of what the Member claims. They should also show the limit. New Members bring Motions. You said that we urge the Government to do something. Do we bring these Motions directly here or they always go through the Table Office? Can we bring them directly here because we have too many Motions in the Table Office? view
  • 4 Jul 2018 in National Assembly: We understand that there is a procedure to bring Motions in the National Assembly. The people who are in charge should redraft them in the right message which can be interpreted and implemented in the country. As much as we say that new Members are urging the Government to do something in the Motions, we do not bring them directly here. I still have eight Motions. I have waited for one month for them to be redrafted and brought to this House. The Table Office should check how the Motions come to this House. view

  • 27 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I appreciate Hon. Muchira for bringing this Motion, which is important for our youth. The NYS was established by an Act of Parliament of 1964 and it has modeled our youth in a disciplined manner and brought organised manpower in this country. The phenomenon of NYS has given us welders, carpenters and security guards with paramilitary training. view
  • 27 Jun 2018 in National Assembly: I want to bring to the attention of this Parliament that the NYS is established within the law and complies with it. Despite that, this institution has faced a lot of challenges and heated debates in public domain. Nevertheless, it has helped the society. We have cartels and ghosts attacking this institution and it will be finished because that ghost is eating, walking and is living among us, but we do not know where it is. This ghost has an intention of disbanding this institution and this is very wrong. This institution has helped very many youths in Kenya. Historically, ... view
