It is true that the issue of land is cross-cutting the entire jurisdiction of Kenya. Land gives a human being safety. It is true that our civilians need proper law to perform their daily duties. Without proper definition of duty within the Kenya National Police Service, we are not able to understand some departments like the Administration Police. Are they doing service or are they forces? Without going to any written provision of this Bill, it has become very hard to interpret the Constitution because we have failed to align all the policies and Acts with it.
