On a point of order, Mr. Speaker, Sir. Indeed, since this is a law making body, sometimes, we have got to understand the law in its own context. When it says that the Board âmayâ, and the Attorney-General should help educate Parliament on that, it means may or may not. If it was, indeed, the Board that had to do it, then the law should have said âthe Board shallâ. There is no âshallâ in this. Mr. Speaker, Sir, the incident where our Ministers were harassed by the Sudanese authorities has come at the right time. Is the Minister further aware that Kenyan investors in Juba and other places are being harassed to the extent that some investors, who had all the necessary Government licenses, have lost not less than US$5 million? Their service stations were demolished by the Government and yet, they had all that was required in terms of deeds and other licences. On a point of order, Madam Temporary Deputy Speaker. The bulk of us are not finance people. I think hon. Mungatana raised a very important and pertinent issue. There are descriptions that have got chapters, category, Item, sub-item and so on. When we look at the two other lists at the end, all we see is the Vote number. We want either the Chairman or his deputy to take us through this to inform us how essentially these things are put in there. Madam Temporary Deputy Speaker, my point of order is whether someone can take us through this. The Committee, for it to show that it has done a good job, must educate us on how to relate these items. I am sure you do not even understand it yourself. None of us understand.

On a point of order, Mr. Speaker, Sir. I am seeking your guidance on this. The Standing Orders are such that the conduct of the House might put us into a situation in which we might have a problem. I do not think adequate and ample consultation has been done on this. There is a lot of acrimony in this and I think you had better guide the House on all the consequences of all the actions that are going to be taken hereafter.
