Health is one of the devolved functions in our new Constitution. Therefore, we should also devolve mental illness facilities to counties so that people can have access to the care that they need in all the counties. Mental illness is compounded by drug abuse and alcohol. Therefore, unless we take care of the drug menace factor, we might reduce the impact but we will not manage this problem and give it the attention it deserves. This same Bill talks about providing the necessary resources for mental healthcare and national referral facilities. It also talks about adoption of a comprehensive national strategy action plan and policies to promote realization of rights of persons with mental illness under Article 43 of the Constitution. It also talks about maintaining standards for health facilities. It is very important to have standards for mental health facilities. There should be minimum standards for each mental health facility. Sometimes people set up mental health facilities that do not even meet minimum standards.
