  • 16 May 2019 in Senate: I support Sen. Halake in terms urging the Government not to grab land from the people of Northern Kenya hence displacing them permanently. Due to high illiteracy levels in those counties, sometimes they do not know their rights and people take them for granted. I, therefore, commend these people from Mandera for coming to this House for justice. Let us protect our electorate from whoever is grabbing their land.   • 15 May 2019 in Senate: There was someone who was given a job to do and did not do it properly. There is also an engineer or a quality assurer who assessed that pipeline and certified that it is was constructed as required. Considering what has happened within a short time, this is what I would refer to as an absolute fraud. If everybody had done their job, the people of Makueni would not be suffering as a result of hazardous substance that is leaking into their rivers. view
  • 15 May 2019 in Senate: The leakages will even contaminate underground water and Many people will suffer as a result of that. This shows that there are people who do not care about others. The Committee should follow up on that issue and Sen. Mutula Kilonzo Jnr. should go further and sue the construction company on behalf of his people because what has happened is unacceptable. view

The 100 per cent transition is not for pastoralists. The Government posts teachers to North Eastern, which shares a border with Somalia, hence susceptible to terrorist attacks. When the terrorists attack the area, the Government that is supposed to protect its own people punishes them by taking away all the non-local teachers.   • 14 May 2019 in Senate: Thank you, Mr. Speaker, Sir. I agree with my colleagues that unless this issue is tackled by the Senate in an appropriate manner, then we will remain irrelevant. Last year, the National Assembly did an amendment to the Statutory Instruments Act of 2013, literally taking away all the responsibility for delegated legislation. The Committee brought a Motion here that we debated and brought an amendment which I am not sure whether it will pass in the other House. There was a proposal to reduce some money from counties in the last financial year. The fact is that the national Treasury has not revised the revenue collection estimates. Why are we reducing money to counties yet even if you were to buy their argument that they are underperforming in terms of collection, even their estimates according to the BBs that we looked at in February, they still showed that it is Kshs1.6 trillion in terms of revenue generation for ... view
  • 30 Apr 2019 in Senate: Mr. Speaker, Sir, wages in the county should not exceed 35 per cent. However, counties have continued to recruit and that threshold has already been surpassed. Who checks and what action will be taken against counties that have surpassed the threshold? Laws are passed for a reason. If governors ignore those reasons, what avenues are available for this House in terms of taming that situation? view

It is implemented directly or through the county governments. Who monitors the use of the conditional grants? Who ensures that all the disbursements that were guaranteed are disbursed on time? view
