  • 27 Nov 2018 in Senate: Mr. Temporary Speaker, Sir, the Bill proposes an amendment to Section 11 of the Statutory Instruments Act to provide that every CS responsible for a regulation-making authority shall, within seven (7) sitting days after the publication of a statutory instrument, ensure that a copy of the statutory instrument is transmitted to the Clerk of the Senate and Clerk of the National Assembly. This will ensure that both Clerks are covered for determination. Therefore, this amendment proposes to delete subsection 2, which currently provides that all statutory instruments shall be forwarded to the National Assembly. view

  • 27 Nov 2018 in Senate: In conclusion, Mr. Temporary Speaker, Sir, by passing this Bill, the Senate will expressly provide for its involvement in the process of scrutiny and approval of statutory instruments. This will ensure that the interests of counties, in delegated legislation, are protected. The Prime Minister of Ethiopia also appointed 50 per cent women in his cabinet. Not only did he appoint 50 per cent of the women to his cabinet but also gave them the most critical ministries including the equivalent of internal security. Hon.   • 25 Nov 2018 in Senate: Our President has also done his part concerning women empowerment and Kenyans should support him in terms of the direction he has taken. I was in an event graced by the President graced - an occasion for women that the Ministry of Public Service, Youth and Gender Affairs organised. I want to tell you that our President, Deputy President and the former Prime Minister are all committed to women empowerment. Therefore, as we discuss the issues around the referendum, women of this country do not want a third but 50 per cent in everything. view
