It is also important to state that the Bill does not limit any fundamental rights or freedoms. The Bill delegates legislated powers to the Cabinet Secretary (CS) responsible for matters related to agriculture to make regulations for the better carrying out of effects of its provisions. I, therefore, urge hon. Senators to consider and pass this Bill, which is an instrument to the provision of regulatory framework for the sugar industry; for the purpose of supervision and oversight of the sugar sector and for the benefit of cane farmers and the country at large.

There are some regions, as had been earlier stated, that depend on sugar. There are farmers who grow that cane. There is also need for food security in this country. Other than sugar being consumed in its raw form, there are also by-products that are used for manufacturing and other uses. All those are important for the running of this economy. Mr. Temporary Speaker, Sir, I want to let my Senior Counsel know that agriculture is fully devolved. That is why it is important to elect a governor who can make a difference to the lives of the people and not try to apportion blame to the national Government because it has sent money to the county governments to ensure that agriculture and health are fully devolved functions and that they deliver. In regards to the issue of petroleum, if the price goes high, the byproducts of those commodities will also go high. I also want him to know, that is ...

Madam Temporary Speaker, I thank you for giving me this opportunity. We all sympathize with Kenyans who are experiencing the fuel crisis. However, the shortage has also brought another dimension. There were people who were using platforms claiming that the fuel and food prices are brought about by the Government. From their own words, it is now very clear that if the Government was not subsidizing Kenyans then food prices and other commodities would have gone higher. As we are aware food prices and others things in any economy are impacted by fuel. This country is dependent on fuel for ...

Madam Temporary Speaker, I have a problem with the people who are saying that the fuel crisis and the hike in fuel prices are brought about by the Government but refuse to acknowledge that it is a global crisis to do with the Ukraine- Russia crisis. That is what is causing the prices of fuel to hike. The Government is trying to help by providing subsidy. The subsidy was not forthcoming because there was not enough allocation. The prices have gone higher. It is for Parliament to pass those increments in terms of subsidy. That is the reason why there ...

Thank you, Mr. Speaker, Sir. I wish to join you in congratulating the delegation from Machakos for coming here to benchmark with the Senate because, as we know, the Senate is of high standard with many professionals. It is the House that accommodates the highest number of Senior Counsels in Kenya. I also wish to tell them that they have elected a Senator, who is a ‘super Senator,’ who does her business very well and tackles the issues of governance of Machakos County very well. I wish them all the best and urge them to ensure that they campaign for ...
