  • 7 Oct 2015 in National Assembly: I hope with the passage of this Bill there will be a bit of reasoning, so that people can appear to have faith in the courts and obey whatever the courts say. That is the only recourse that we have. I am not a lawyer but I have had cases where judges disqualify themselves. When you ask the reason why or you deduce from the proceedings, you find that somebody has disqualified himself or herself because of pressure. I am privileged to have worked in Government when my good brother and neighbour Hon. Dalmas was a Minister of State and he introduced the performance contracting.   • 7 Oct 2015 in National Assembly: I also see that they have introduced sign language. I passed by a court to see what was happening and there was a deaf guy before the judge. His relative was helping in interpreting whatever was being said and that helped his independence. I know some of the judges are analogue but most of us are now digital. When you go to the court and you are told that your file is missing, it means there are games played in courts. When they say the file is missing, it is not missing. Somebody is hiding it and sometimes the files are altered.   • 7 Oct 2015 in National Assembly: We have a system called microfilming. We can have it where the files are microfilmed. This is current. We are in the 21st Century and that is what we should do. I support this because I know this is the digital age, and we hope and pray that the question of going to court and being told that a file is missing, will be something of the past. Therefore, I fully support this Bill and I hope it will come into effect soon, so that people can enjoy the fruits of Uhuru. view

  • 7 Oct 2015 in National Assembly: Hon. Temporary Deputy Chairman, I am not clear but at the back of my mind, Hon. Sakaja, with all due respect, let us go the normal way. Let us have this without your amendment because the Senate is there as a House and we cannot skip it for any reason. As Hon. Wamalwa has said, this Bill has to go through the Senate anyway. I do not know what selfish interest the Hon. Member has that this Bill must be passed as early as yesterday. We need time and let the Bill follow the normal procedure. I oppose the amendment. view

  • 30 Sep 2015 in National Assembly: The Bill is very clear. First of all, it is issuing the licences to qualified persons. I do not know whether they have read that or not. We know that there is a difference between a technician and an engineer. We know the difference between a nurse and a doctor. We know that. We have had cases and this is very clear.
