Ng’ongo and the Chair have said – that the presence of auditors at the county level will compromise the audit. What we may want to reinforce is the internal audit at the county level. • 18 Mar 2015 in National Assembly: I am most obliged, hon. Temporary Deputy Speaker. I support the appointment of Major General (Rtd) Tumbo as an ambassador. However, I have a few remarks to make. First, I wonder whether the Major General was the right person, although I support him. We needed somebody with diplomatic experience, which of course, he has. My question is whether we needed a Major General or somebody from a different background. It must be scaled up because out there you will find that there is a lot of pressure from the old and disabled. We have had problems. I have problems in Kwanza with regard to the allocation. Here, I do not see the Higher Education Loans Board (HELB). You have capitalised on the free primary education and the free day secondary education, but there are no figures for HELB. I have had problems in my constituency with students going for higher education in colleges and universities. I am unable to assist them. Temporary Deputy Speaker, there is no provision for Kenya Police Reservists (KPR) in this document. We know there is a shortage of police officers.
