Hon. Deputy Speaker, I wish to seek a clarification from the Chairperson. First of all, he talked about the members of the Constituency Social Committee being paid. When will they start paying these people? They rely on the Member of Parliament to pay them hand outs and transport allowance. Is it possible for us to increase the number of the vulnerable people? At the moment, the number is small yet if you go to the rural areas, there are very many people who should be benefiting from this. Can we increase the number to 1,000, so that we can bring ...

Hon. Speaker, it is a question of seeking further clarification because what the Chairman has said and I want to thank you for the direction you have given, it is a whole place in Trans Nzoia. Hon. (Dr.) Pukose, myself and Hon. Wekesa all have the same problem. So, I just want to thank you for the direction you have given. I would want the Committee if it is coming to Trans Nzoia to involve the Hon. (Dr.) Pukose, Hon. Wekesa and me. They should then have a report which should be brought here because it is not just that ...

Thank you, hon. Temporary Deputy Speaker for giving me this opportunity. I want to thank the Chairman for having explained. I think ignorance is no defense. But now I know there is an authority dealing with construction. I think the fine is quite great and we want to nullify it. I support the Report because I know for sure that out there, there are youths who actually have no qualifications at all. As I speak, last weekend I was at home and two youths came to me and they were requesting me to help them register their companies so that ...

Therefore, I support the Motion and hope that the Authority will ask for a better and stiffer fine than the Kshs20,000. There is no difference between Kshs50,000 and Kshs20,000 much as we are supporting the nullification of whatever had come up. They should come up with a fine of millions of shillings, so that the people can do the right thing at the right place. With those remarks, I support the Report.

Thank you, hon. Temporary Deputy Speaker. I want to support this very passionately. This is because since 1982 when this scourge was discovered we have had quite a number of issues. I want to take this opportunity to first of all thank donors for having taken it upon themselves to help us fight this menace. Indeed, we have come a long way and, actually, we have succeeded in a way. Today, if you go out there you will find people declaring themselves victims of AIDS. We know that 20 years ago it was not possible to see that. We have, ...

Hon. Deputy Speaker, I have a case with equating of certificates from foreign countries. My question is similar to the previous one. We have students particularly from Uganda. My colleagues from Western Kenya will bear me witness that students, who go to universities in Uganda, for instance, Makerere University, come back to Kenya and getting jobs is a big problem. Has the system changed? Previously, it was easy for anybody who had gone to Makerere University to get a job. Now, we have cases of students from Makerere University and it has become an issue for them to get employment ...
