In my area, we have a problem because I have not been involved. The problem with Kwanza was lack of check dam to tame River Sabwani which causes floods in that area. I have been told now that instead of funding for check dams, they now fund water pans, which are misplaced. In the same breath, while the Vice-Chair is answering the question on the Nakuru Road, I do not know whether I am in order to raise a question because I am a regular user of that road. When it reaches Eldoret, it becomes a nightmare. So, I was just wondering whether there is a similar plan for having a bypass in Eldoret.

Hon. Temporary Deputy Speaker, I stand to second the amendment because out there, we know REA may have the chance of actually giving some areas electricity. As we all know, we come from various constituencies. The laptop programme needs to have electrification in primary schools and, where possible, they can extend it to secondary schools and trading centres. That way, if you want to repair anything, you can go to the nearest place. So, I second the amendment knowing that if REA is given the direction, it will distribute the Kshs7.8 billion equitably throughout the constituencies. At the same time, ...

I know, for example, in Trans Nzoia we were number five in the whole country and we are very proud of that because of electrification in those schools and I think this is good. Hon. My contribution to this Bill is that I support it wholeheartedly. First, as you all know, Kenyans are a highly taxed people in the world. The Government, in its wisdom, increased the VAT. When they find that there are too many taxes, they look for a place where there are no taxes.
