  • 17 Oct 2018 in National Assembly: As Hon. Makali has mentioned, I was also looking at the oversight committee. It is very important for effective management of these funds. The oversight committee should be given more funds because 1 per cent is not anything at all. I feel we should do that. view
  • 17 Oct 2018 in National Assembly: Hon. Temporary Deputy Speaker, you come from a rural area as I do. Sometime back in 2015, some Members of Parliament conspired. You should remember because you are in your second term like me. They said that we should have equal NG-CDF funds for every constituency. We should revisit this issue and propose an amendment to it. I ask the Chairman to come up clear on this issue. We need to propose an amendment to revert to the old way of The electronic version of the Official Hansard Report is for information purposes only. • 17 Oct 2018 in National Assembly: disbursing the funds according to poverty index. Take your place and mine in the rural area and compare them to a constituency in Nairobi. We get equal disbursements. I wonder what they do with the money in Nairobi other than painting police stations. I have witnessed that. Disbursements in urban areas, particularly Nairobi and the surrounding constituencies should not be same as those for rural constituencies such as Seme Constituency or where my good brother comes from. Therefore, we have to propose an amendment. If you look at it practically, it is not possible to get… It was Kshs86 million, ... view
  • 17 Oct 2018 in National Assembly: We debated and approved that the current CEO be confirmed. It has taken seven good years. Again, we should recommend on that matter. The current acting CEO, who is a good and dedicated man, should be confirmed forthwith unless we are debating here in vain. We should do that. view
  • 3 Oct 2018 in National Assembly: Going by what Hon. Washiali has said and given the prayers by Hon. Chris Wamalwa, I would request that we have an exception so that before we call for voting, we give, again, Hon. Wamalwa the time to reply because most Members are not here and may not know the whole thing. It is out of order but we can take that as an exception so that they can understand the whole issue. view
  • 3 Oct 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity. Let me make one or two remarks on the same. First and foremost, this Bill is very timely given… view
  • 3 Oct 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for allowing me to continue. First and foremost, we should have some order. Currently, with the increase in population, we see many buildings coming up in urban areas, municipal areas and markets without planning. Therefore, this classification has come at the right time. We need to have order. Recently, I was in Dubai, a place I last visited almost 10 years ago, when it was just a desert and you could count the buildings. I stayed there for about two months working for a multi-national company called Kodak. When I was there, I looked ... view
  • 2 Oct 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. There is a saying that a healthy nation is a wealthy nation. I say that because this Bill is addressing most of the issues that are actually affecting our nation. When I was elected in 2013, I had to do a lot of construction in my constituency and completed some of the health centres that were not completed by my predecessor. I agree with one of the Members who said that county governments have not taken up this issue seriously or they are not funded well enough. We had cases where some of the ... view
  • 2 Oct 2018 in National Assembly: These shops should be inspected and if somebody is found selling counterfeits, the only answer is to take him to court because that is murder. He is a murderer. So, I want the Committee to come up with amendments here and be very strict so that we can, at least, have inspectors regularly checking the establishments, be they agro vets or chemists and see what they are selling. There are a lot of counterfeits out there. If today you have a headache, you walk into a store, they will give you a drug you do not even know. I know ... view
  • 2 Oct 2018 in National Assembly: Hon. Temporary Deputy Speaker, I thank you. I support the amendments. view
