  • 1 Dec 2021 in National Assembly: Thank you, very much, Hon. Temporary Deputy Speaker. I want to take this opportunity to thank His Excellency the President for all he mentioned. Of course, this was not done 100 percent but it was a review and he did his best. I agree with my brother Amollo that the Speech was too long. I think he may have left out some important issues which Kenyans needed to hear. That notwithstanding, he did well. I want to talk about the BBI. I signed the BBI Petition. I think it is only fair for Kenyans to be given a chance to ... view
  • 17 Nov 2021 in National Assembly: Hon. Deputy Speaker, it is just procedural that after public participation and the report is put before the Table of the House and we read it, then when the Bill comes for Second Reading we can be able to see exactly what the public is saying. It cannot be the other way round. With all due respect, the Chairman has done a good job, but it will not be procedural for us to be able to discuss what the public has said--- view
  • 17 Nov 2021 in National Assembly: This is very important, because it touches on the county governments, and we work with them. I need to have a report for me to go through so as to be able to understand where we are coming from. We cannot discuss--- view
  • 17 Nov 2021 in National Assembly: Hon. Deputy Speaker, with all due respect, it is not opinion. It is actually procedural that I need to look at the report and interrogate it so that when the Chairman comes, I will be able to understand and see what contribution I am going to give. I do not understand. I think it is not procedural. The electronic version of the Official Hansard Report is for information purposesonly. • 17 Nov 2021 in National Assembly: I think I agree with Hon. Sankok. If we do not do that, people will take advantage. It is only fair that we have a minimum and a maximum sentence. Somebody with discretion may decide to fine Ksh1,000. This House makes laws and supervises them. We cannot, therefore, run away from it and leave it at the discretion of somebody else. It is this House that makes laws. Just come up with something minimum and also maximum. Chair, do not leave it at the discretion of somebody else. This country is getting out of this because of corruption. The moment ... view
  • 16 Nov 2021 in National Assembly: Hon. Temporary Deputy Speaker, thank you for the opportunity. I think this is a misplaced issue. We are a developing country and I am not very sure that we have fully developed to the extent that we can merge the two commissions. Let us give ourselves time. Let each commission grow. Let us see the gains made and then, at a The electronic version of the Official Hansard Report is for information purposesonly. • 16 Nov 2021 in National Assembly: certain point, we can merge them. However, at the moment, if we merge the two, some of the gains that have been made will be distorted. You and I know that we have a gender problem in the country. Where I come from, people still have the notion that women should not be heard, but are only there to be seen. That notion is still within the African communities. I still see it in my area where women and children are there only to be seen and not to be heard. Therefore, the moment you merge the two commissions, we ... view

  • 10 Nov 2021 in National Assembly: Hon. Deputy Speaker, the Bill talks about employment and clearance certificates for those who have been offered opportunities to work in whatever company it is… view
  • 10 Nov 2021 in National Assembly: No, Hon. Deputy Speaker. You are being unfair to me, but I will take what you are saying. The Bill stipulates that an employer must get clearance certificates from whoever he intends to employ. As you know, most of the people you see around have turned into rogues. Some of them smoke bang and other things. Therefore, it is only fair that whoever is offered a job gets clearance even if it means getting it from the area chief or other relevant administrative units.
