I think it is the right thing to do. I do not understand why we are taking so much time. The Chief Executive Officer (CEO) who in this case is the Director- General, is supposed to be the Company Secretary. In this case, the Company Secretary is the assistant to the Director-General. We have wasted so much time on this. That is the true position because that is how governance is in this country.

Hon. Speaker, I also want to support the repealing of this colonial Act. I am really a rural person because I come from rural areas. I know two old men who, when I was very young, went as far as the Far East and fought there. These people are still alive, but if you look at the condition in which they live, you will not believe it. They are poor and they were not compensated. I support the amendment because fisheries management is a devolved function. We, therefore, have to consult the governors instead of what was happening previously where it was only the national Government that was in control since this is a devolved function. I support.

I support the Chair. Fisheries management is a very important function. We have realised that it provides employment in the rural areas. We will see quite a number of refrigeration centres being put up in the counties. Therefore, I support the amendment from the Senate.
