Florence was at one point the vice chairperson of Law Society of Kenya (LSK). During her campaigns she overcame all odds to win against the strong Alliance Party of Kenya (APK) wave in her backyard. The impetus to seek a platform to represent the people of Meru was created by the pro bono cases she undertook in the years she practiced law in Meru.

Hon. Speaker, I rise to second the Motion and strongly support the national values and principles of governance that have been properly articulated in this Sessional Paper. This is good guidance that the Government is giving to Kenyans to show them the way forward for this country. Time has come for the President to tell us how we should move and for Kenyans to pick it up and ensure that it is inculcated in our day-to-day life. I would like to tell hon. Members that this is not a Paper that just came out of the blues. This Paper is ...

Another thing that has brought about a lot of division is political parties. We have seen that there are so many parties in Kenya that confuse Kenyans. Thank you, Hon. Speaker. I stand to support the mediated version of the Bill. I thank the Committee for coming up with a resolution that, on the face of it, is going to sort out many of the problems our counties have encountered while in the process of ensuring that they shape up and meet the constitutional requirements. One of the important aspects I have noted is the fact that the mediated version of the Bill demands public participation. The county assemblies must undertake public participation so that whenever residents of a county agree on the headquarters of a county, ...

Thank you, Hon. Deputy Speaker. I rise to second this Bill. I would request Hon. Members to look at Clause 2 that deals with the interpretation of the content of the Bill. It is important that Hon. Members understand what the Bill defines in as far as the interpretation of various clauses in the Bill are concerned. One of the issues I would like to enlighten Hon. Members is the definition of “community” in as far as this Bill is concerned. The term “community” in this Bill means a “homogenous and consciously distinct group of the people who share any ...

The reason I am picking this issue to enlighten Hon. Members is because, as a country, we are made up of various communities. Each community in Kenya has a distinct relationship within its membership. So, it would be important for Hon. Members to understand the meaning of the term “community” in as far as this Bill is concerned and see whether that is the understanding within ...
