  • 28 Jul 2020 in National Assembly: The second part of the Question was what measures have been put in place to ensure that funds under the said programme are disbursed in a predictable, fair and equitable manner. The response is that the disbursement of funds is guided by approved operational guidelines which primarily take into account infrastructure needs in schools. The guidelines therefore, stipulate that schools should make a formal request for funding to the Principal Secretary with the proposal being forwarded by the Sub-county Director of Education and accompanied by the relevant supporting documents. The requests are captured by counties and sub-counties to ensure equity ... view

  • 28 Jul 2020 in National Assembly: Hon. Speaker, the Question that the Hon. Member asked the committee was on the status of disbursement of infrastructure funds to secondary schools across the constituencies including the beneficiaries since 2012. We have answered that using a table. I can check for him how much Voi got since 2015 and I am sure he also has the table. I will table this response because his Question did not ask about the 100 per cent transition. view

  • 4 May 2020 in National Assembly: Thank you, Hon. Speaker. I beg to remove my mask. Thank you, Hon. Speaker. Let me take this opportunity first and foremost, to thank you and the Leader of the Majority Party for saving this Report last week. That was great wisdom. I also want to thank the Members of the Departmental Committee on Education and Research and the Members who gave their views in support of Hon. Fatuma. I also want to thank those Members that gave their varying views. view
  • 4 May 2020 in National Assembly: I have to explain why we are supporting this lady. I want to thank Members for supporting Prof. Fatuma Chege, PhD, as nominee for appointment as Principal Secretary to the State Department for Implementation of Curriculum Reforms. I had notes and explanations as to why the CBC rollout is important, but seeing the mood of the House, I beg to reply. view
  • 29 Apr 2020 in National Assembly: Thank you, Hon. Chairman. I just wanted to add on what Hon. Mbadi has said. He should remember that Busia has two borders and we have many trucks that are piling up there. So, Busia should also be in that consideration. view
  • 20 Nov 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Let me; first, take this opportunity to congratulate our best candidate in Busia in the recently released KCPE results, Flavian Onyango, for emerging the second-best nationally with 439 marks. We are very proud of her and all our candidates. I want to congratulate my sister, Hon. Joyce Emanikor, for this Bill. It is timely because we have had very bizarre incidents happening in schools, which is very worrying. People often forget shortly thereafter. It is unfortunate that most schools to date do not have plans of emergency preparedness. We have seen schools being unable ... view
