  • 4 May 2020 in National Assembly: Thank you, Hon. Speaker. I beg to remove my mask. Thank you, Hon. Speaker. Let me take this opportunity first and foremost, to thank you and the Leader of the Majority Party for saving this Report last week. That was great wisdom. I also want to thank the Members of the Departmental Committee on Education and Research and the Members who gave their views in support of Hon. Fatuma. I also want to thank those Members that gave their varying views. view
  • 4 May 2020 in National Assembly: I have to explain why we are supporting this lady. I want to thank Members for supporting Prof. Fatuma Chege, PhD, as nominee for appointment as Principal Secretary to the State Department for Implementation of Curriculum Reforms. I had notes and explanations as to why the CBC rollout is important, but seeing the mood of the House, I beg to reply. view
  • 29 Apr 2020 in National Assembly: Thank you, Hon. Chairman. I just wanted to add on what Hon. Mbadi has said. He should remember that Busia has two borders and we have many trucks that are piling up there. So, Busia should also be in that consideration. view
  • 20 Nov 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Let me; first, take this opportunity to congratulate our best candidate in Busia in the recently released KCPE results, Flavian Onyango, for emerging the second-best nationally with 439 marks. We are very proud of her and all our candidates. I want to congratulate my sister, Hon. Joyce Emanikor, for this Bill. It is timely because we have had very bizarre incidents happening in schools, which is very worrying. People often forget shortly thereafter. It is unfortunate that most schools to date do not have plans of emergency preparedness. We have seen schools being unable ... view
  • 20 Nov 2019 in National Assembly: It is important to appeal to constituency Members of Parliament that when they construct the classrooms, they need to ensure they are constructed to good standards and the need to factor in toilets. Most toilets sink especially now when it is raining. In January you will find more school toilets have sunk. When the toilets sink, it becomes an emergency. Girls suffer the most and even drop out of school where schools have no toilets. So, we also need that to be a factor. When a Member of Parliament puts up a school, toilets should also be considered. We have ... view
  • 19 Sep 2019 in National Assembly: Hon. Speaker, I rise to ask the Cabinet Secretary for Interior and Coordination of National Government the following Question: What steps has the Ministry taken to ensure that key priorities of the Sendai Framework for Disaster Risk Reduction (2015-2030) as adopted by the Third United Nations World Conference in Sendai, Japan in March, 2015, are inculcated in sector plans to enhance risk reduction in view of the current upsurge of cancer cases and food contamination? view
  • 12 Sep 2019 in National Assembly: Thank you, Hon. Speaker. I rise to ask Question No.383/2019 to the Cabinet Secretary for Health. What measures has the Ministry of Health undertaken to ensure that the Sendai Framework for Disaster Risk Reduction (2015 –2030) as adopted by the Third United Nations World Conference in Sendai, Japan, in March, 2015 is implemented, noting the recent Cabinet Secretary deployment did not give prominence to existing structures of the Division of Health Emergencies and Disaster Risk Management? view
  • 27 Mar 2019 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I just want to make a comment on what Hon. Wamalwa said on the issue of the Senate. We had a Bill on Irrigation as Departmental Committee on Agriculture and Livestock which went to the Senate. It has come back and we have used two Committee meetings to correct what Senate has done. I am sitting here and listening to what the Lands Committee Members are going through and it is the same story that the Departmental Committee on Agriculture and Livestock has gone through. view
  • 27 Mar 2019 in National Assembly: So Hon. Leader of the Majority Party we need your help on how to deal with the Senate when they receive our Bills and how they need to handle them. We are wasting a lot of time re- doing Bills. view
