All those centres which were designed in the same way lack all these facilities.   • 7 Jun 2012 in National Assembly: Mr. Speaker, Sir, these centres of excellence which were built at secondary schools in all our constituencies were designed, conceived and implemented by the Ministry of Finance through the parent Ministries. It is their creation and they have a job and a duty to complete it. Millions of money have been spent; that is Kshs30 million per constituency in all the 210 constituencies.
