  • 13 Apr 2011 in National Assembly: Mr. Deputy Speaker, Sir, thank you for your guidance. I want to invite the Assistant Minister as well as this House’s Departmental Committee on Administration and National Security. view
  • 13 Apr 2011 in National Assembly: Mr. Deputy Speaker, Sir, I appreciate the Assistant Minister’s response. He has said that he has allocated Kshs4.2 million, at least, to start off the rehabilitation of this infrastructure. I am talking about our men and women in uniform, policemen, who are living in houses with no windows or roofs. That is the reality at Illeret and Sabarek. How soon can this be implemented, so that these officers can live in decent conditions as they give a very patriotic service to this nation? view

  • 13 Apr 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. You cannot believe the number of trips I have made to the office of Kenya Bureau of Standards to enable the people of North Horr to be paid. These are not elders or enumerators. These are people whose vehicles were hired and they do not have bank accounts. I have two districts and there is no single banking institution in the whole of North Horr. Despite this, these people are expected to have a bank account. Because of this, up to now, many of them have not been paid. What will ... view
  • 30 Mar 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the hon. Member to engage the Minister in discussing the national security interest of this country? In any country in the world, what the NSIS does is in the interest of the national security. It is not something for public discussion. So, is it in order? view
  • 30 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I support the Motion with reservations about the CDF money. Treasury owes us some money, under the CDF and we need it. view
  • 30 Mar 2011 in National Assembly: Having said that, I support the Motion for three main reasons, namely; the funds that the Minister has committed for the ESP, drought mitigation and infrastructure development, and particularly on roads. A sum of Kshs5.5 billion has been included in the Supplementary Estimates for the ESP. This programme is well defined and has been well executed in this country. In one of my districts, I did not have a single secondary school for girls. Now, under ESP, I have a girls secondary school, which this year, admitted the first 30 students. Mr. Temporary Deputy Speaker, Sir, I did not have ... view
  • 24 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, those of us who live along the international borders have suffered for too long. While we appreciate why the controls there are more stringent than in other parts of the country, we have people who are not able to go to hospitals or seek medical services because they are arrested on the way. There are also some people who cannot even secure employment because they lack these documents. view
  • 24 Mar 2011 in National Assembly: What will the Minister do, in addition to that to ensure that people who live along those international borders are issued with identity cards? Although we appreciate the fact that the controls have to be in place, could he go an extra mile to ensure that these Kenyans are issued with identity cards? view
