Mr. Temporary Deputy Speaker, Sir, from the outset, I want to thank this Committee for having gone as far as Marsabit, where Badasa Dam is being constructed at the moment. I have had an opportunity to visit it with the Minister and other Members of Parliament of the Marsabit County. Whatever is going on there, it is very impressive work.

Mr. Temporary Deputy Speaker, Sir, I know that you have been to Marsabit as a young professional in some time of your life as a Research Assistant with the Kenya Agricultural Research Institute (KARI). That is one town, where water has been a major problem. Up to now, we depend on springs which dry up, whenever the dry spell kicks in. We use tankers to get water from as far as 40 kilometres. Mr. Temporary Deputy Speaker, Sir, going back to the Report, it is very clear that there are issues for sure, with those State corporations. There are governance issues. However, the Minister has taken the necessary administrative action and responsibility to deal with those issues from the front. It is very clear that she dismissed two CEOs of that State corporation; National Water and Pipeline Corporation as well as Tanathi Water Service Board. She dismissed the board of directors and appointed new ones to give it a new life. She went as far as stopping fraudulent payments of over Kshs500 million. ...

Mr. Temporary Deputy Speaker, Sir, she even managed to retrieve some funds that were paid to Elbourgon Stores Limited to a tune of Kshs26 million. It is very clear that these allegations that were made are baseless from this report. I have no doubt in the work of the Committee of this House, when I know they have done very thorough work and went as far as my County.

asked the Minister of State for Provincial Administration and Internal Security:- (a) whether he is aware that Illeret Police Post and Sabarek Police Post in North Horr District are in deplorable condition and the officers working in those posts lack office and residential accommodation; and, (b) when the Government will renovate the structures at those police posts.

Mr. Deputy Speaker, Sir, our men in uniform, those serving in Sabarek, Illeret, Guru, Daraja and other areas are serving this nation in a very hostile environment. There are no people guarding the Kenya-Ethiopia boundary. The least we expect from our Government is to provide them with a decent environment to live in. I am glad that the Assistant Minister has promised to do something. But that has been going on for too long. On a point of order, Mr. Deputy Speaker, Sir. It is true that the Assistant Minister has been to North Horr, but he only went there when seven Kenyans lost their lives at that border point. That experience should have motivated him to do something about North Horr, and particularly at those border posts. That is why it is very important for him to act.

Mr. Deputy Speaker, Sir, I would rather invite the Departmental Committee on Administration and National Security to go there and see what those Kenyans in uniform are doing, and the kind of services they are providing to the citizens.
