  • 4 Dec 2008 in National Assembly: Thank you, Mr. Speaker, Sir. During the last General Election, many new districts were created in Kenya. Many of them now have district headquarters and professional work in various offices has started. However, this is being done without any appropriate and sound planning in these districts. What is the position of the Ministry with regard to ensuring that sound planning is done so that we can have well-planned towns? view
  • 3 Dec 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this Sessional Paper No.2. I would like to salute and congratulate the Minister for Livestock Development for having brought this Sessional Paper No.2. This sessional paper is long overdue. I think the last time we had a serious discussion about livestock in this country was over 40 years ago. The last 3848 PARLIAMENTARY DEBATES December 3, 2008 time we had a livestock census in Kenya was either in 1962 or 1963, that is, over 44 years ago. If we do not even know the number ... view
  • 2 Dec 2008 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. The Assistant Minister stated that the USA and South Africa have lax environmental laws. Madam Temporary Deputy Speaker, I studied environmental studies in the USA and I know they are a leader in terms of environmental regulations and laws. Could he substantiate? view
  • 4 Nov 2008 in National Assembly: asked the Minister for Energy:- (a) how many companies have been licensed to exploit the wind energy in northern Kenya; (b) whether he could provide the list of the companies and blocks that they have been licensed to exploit in the area and also table copies of the agreements; and, (c) considering that the local community in the area would lose part of their land for the establishment of wind farms, what measures the Government has put in place to ensure that such persons are adequately compensated. view
  • 4 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, I thank the Assistant Minister for the response. Northern Kenya is highly un-developed and highly marginal. Research has shown that there is so much potential for wind energy production in northern Kenya, which can really enhance the development of that region, which is really lagging behind in this country. What is the Ministry doing to ensure that it harnesses enough wind energy to enable development of northern Kenya? view
  • 4 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, wind is a resource in northern Kenya. Secondly, the people of northern Kenya have communal land: They do not have individual land parcels with title deeds. I want to know what the Government policy is to ensure that the resource, being the wind, in northern Kenya as well as communal land, which the people have to give up for the establishment of the wind pumps, will be compensated for by these private investors, I know there are three or four companies that have been doing feasibility studies in northern Kenya with the aim of putting up ... view
  • 28 Oct 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I stand to support the Vote of the Ministry of Agriculture. Mr. Temporary Deputy Speaker, Sir, the policies that were exposed by the Minister were quite innovative and also forward looking. In particular, I am impressed by the strategies in the policy that tries to make this country food secure. It is very encouraging to see that there are policies embedded within the sector that aim at supporting our farmers by increasing their income and also capacity building largely through extension services. Mr. Temporary Deputy Speaker, Sir, coming from an arid district, I ... view
  • 15 Oct 2008 in National Assembly: asked the Minister for Energy:- (a) how many exploration blocks of gas and oil northern Kenya has been divided into; (b) who the concessionaires are and whether he could table the concession agreements; and, (c) what steps the Government is taking to ensure that the local communities in northern Kenya are brought on board in terms of environmental protection, preservation of livelihoods and resources sharing thereof. view
  • 15 Oct 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I appreciate the Assistant Minister's informative response. I have a lot of interest in this particular issue of oil exploration in northern Kenya. Mr. Deputy Speaker, Sir, Ludin Kenya BV, which is a Swiss company, is exploring for oil in Block 10A within my constituency. That is happening in many parts of northern Kenya by different international oil companies. They are all exploring for oil. It is our fear that, instead of being a blessing, if oil is discovered, it may be a curse for the people of northern Kenya. The examples in Nigeria ... view
  • 15 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, from the response given by the Assistant Minister, it is clear that we will have to depend on the goodwill of the Government to agree on the issue of cost-sharing if the commercial deposits of oil and gas are found in northern Kenya. While the goodwill and the gentleman's agreement maybe something that we are used to, it might not work if it is not embedded in the law and existing policies. What kind of policies or necessary laws does the Ministry intend to come up with to ensure that the local communities benefit from the ... view
