Mr. Deputy Speaker, Sir, I appreciate the Minister's response. If there is one part of this country that is insecure it is northern Kenya. The Minister said that the reason for closing down the camps is under-staffing. On Saturday, a police officer was killed in Gas. On Sunday, a ten-year-old Standard Two child was killed in Forole, along the Kenya/Ethiopia border. I want the Minister to tell this House and the nation what the priority of the Government is in terms of providing security to northern Kenya, if police posts are closed due to under-staffing. Mr. Deputy Speaker, Sir, I appreciate the Minister's assurance to re-open those strategic AP posts. On Saturday, when an AP officer was killed, it took 17 hours for his body to be transported from Gas to Marsabit, due to lack of serviceable vehicles and fuel. While we appreciate the increased number of security personnel in northern Kenya in the last two years, lack of serviceable vehicles and fuel have become a major impediment for them to be effective. On a point of order, Mr. Deputy Speaker, Sir. I want to inform the hon. Assistant Minsiter, that the only two students who got a first class honours from the Catholic Univesity of Eastern Africa (CUEA) were from North Horr Distrcit. There are many students from northern Kenya who have done extremely well not only here but also in many universities all over the world. Is he in order to claim that our students are not good enough?

Mr. Speaker, Sir, the Minister has clearly stated that the Ministry is putting more emphasis in quarantine, which is basically restricting the movement of animals and containing them within their own grazing areas. The Ministry is adopting a cheap and, maybe, cost- inefficient strategy to deal with that problem, rather than investing in vaccines which could clearly enable the Ministry to deal with the problem of PPR which is a common problem in northern Kenya. Mr. Speaker, Sir, I appreciate the Minister's response which was comprehensive and quite informative. However, the reason the Government provides food to Kenyans who are suffering from drought and other calamities is to enable them to have adequate food and relieve them from that suffering. The amount of money provided for transportation is hardly adequate. Since Chalbi District does not have even one truck owned by the Government, the District Commissioner has to rely on public transport. The amount of money provided for transport is highly inadequate. Mr. Speaker, Sir, for sure there is quite a high increase of throat cancer cases in the northern part of Kenya. My constituency and Laisamis are neighbours. I want to put it on record that two years ago, my own uncle died of throat cancer. There are many other people who have died of this throat cancer.
