There is lack of water, pasture and poor livestock conditions. When all these are observed and interventions are made in an effective manner, it can be managed. It is not a disaster or emergency.   • 19 Mar 2019 in National Assembly: I moved a Bill in this House to set up the National Drought Management Authority. If we intervened and allocated enough resources to that Authority, we would not be experiencing the effects of drought. We even have a Fund that should have been established. If that was done during the budgeting process, we would not be crying about this crisis and looking around for funds now.   • 19 Mar 2019 in National Assembly: The Contingency Fund is an aspect of that law that we passed in this House. Even though the Authority was established, we do not have the Contingency Fund. That is why we are crying for donor aid. We are trying to mobilise Government budgets to intervene. This must stop. The Government must act very fast. view

With all those resources available to us, and eventually the reports that come to the Floor of the House are approved by the Office of the Hon. Speaker, we wonder how we get a progress report from oversight committees. I served in the Public Accounts Committee in the 10th and 11th Parliaments and we used to call them post-mortem committees. We were told not to go there and told that our mandate as spelt out in the Standing Orders is very clear and well defined.
