NEMA needs to be a body similar to what we have in the United States (US) or Canada as an environmental protection agency. It should have the teeth and necessary resources to perform its environmental functions. This was a Private Members Bill and then it was brought to our Committee. I know it has been a long journey for him. In the Tenth Parliament this Bill was passed, but it was not assented to by the President for the reason that there was very little consultation that was done. Members of the PAC of the Eleventh Parliament for working so hard to ensure our audits are now timely. Doing three accounts from three financial years within a span of two years is not a small achievement. If they are to refund funds to the Treasury, they must do so in a timely manner. If there is need for further investigation to cases of corruption that have been unearthed, it must be done on timely manner. I really want to urge the Mover of this Motion to look critically at the Constitution because even when you we have joint sittings of the two Houses here – the Senate and the National Assembly - always the Speaker of the National Assembly is the one who presides over the business of this House. (Dr.) Ottichilo of having brought this very important Motion to the Floor. As an environmentalist, I oppose in totality any development of nuclear energy in this country. Building a nuclear power plant basically means that we are giving terrorists opportunities to destroy humanity and our country. Disposing of the hazardous wastes that emanate from nuclear power plants is a major problem. Okoth, a great parliamentarian, which whom I share the same alma mater, for having brought this issue of national importance to this Parliament.   • 12 Feb 2015 in National Assembly: This Government is able to allocate money for digital toys called laptops. That money could be invested into free secondary education instead of those toys that nobody knows where they are. Students from marginal counties are suffering. The drought is biting and very few are going to secondary school this year, especially the ones joining Form One. Many students are dropping out due to lack of school fees and difficult conditions brought about by drought. I hope the Government will do something about this.
