Thank you, hon. Temporary Deputy Chairman. I strongly support this amendment. Sometimes we complain and we have no avenues. Now we have a national institution which, if need be, can go to court for redress to ensure the environment is protected. This is a very innovative and timely amendment. I strongly support it.

Thank you, hon. Temporary Deputy Chairman. This is a very substantive amendment. In this country, the EIA is normally done by people who purport to be experts. Some have even formed their own companies. This is a very important assessment because it is what tells you the kind of impact, be it adverse or positive, that development will have on the society or on the environment in general for even 30 or 50 years to come. Hon. Deputy Speaker, as Parliament, we make sure that we do not pass resolutions in this Parliament in vain. That is why we created a brand new Committee in the Tenth Parliament which both you and I served. We came up with the Committee on Implementation. Hon. Deputy Speaker, we need the Committee on Implementation to take up this issue very fast and give this House a response. We can then go further and take it up with the Executive. The Committee on Implementation has failed to take the necessary action and the case rests with us in this House.

Hon. Temporary Deputy Chairman, I beg to move:- THAT, Clause 5 be amended— (a) by deleting paragraph (g) and substituting thereof the following new paragraph— “(g) identify, design and implement projects and programmes that shall strengthen resilience to drought and climate change”; (b) in paragraph (j), by deleting the word “response” appearing immediately before the word “management”; (c) by inserting the following new paragraph immediately after paragraph (k)— “(ka) coordinate the design and implementation of the country’s regional and international commitments pertaining to drought management”.

Hon. Temporary Deputy Chairman, the import of that is these are basically functions of the National Drought Management Authority (NDMA). We are just trying to broaden further the functions under paragraph (g).

Temporary Deputy Chairman, I beg to move:- THAT, Clause 6 be amended by inserting the following new paragraphs immediately after paragraph (e)— “(f) take appropriate actions that aim at minimizing drought induced risks and building drought and climate change resilience among communities; (g) obtain, collate and publish information from any public or non-governmental organization whose aim is to build drought and climate change resilience and respond to drought and climate change risks.”
