Looking at the Fourth Schedule of the Constitution; drought management is a shared function between the county governments and the national Government. I brought up that issue with the Legal Department when I was working on this Bill and I was advised otherwise. However, I strongly believe that having looked at the Constitution, this is a shared function between the national Government and county governments and it should eventually go to the Senate. view
