  • 18 Feb 2021 in National Assembly: I wish the Constitutional Implementation Oversight Committee (CIOC) and the Departmental Committee on Justice and Legal Affairs are able to harmonize their Report and guide this House, especially at the Committee Stage. view

  • 18 Feb 2021 in National Assembly: We are making a precedent by making the first law to guide referendum in this nation and we are doing it for posterity. We are doing it for generations to come. We are doing it for the current situation as well as future situations that this country might face. In this regard, it is very important that we are holistic and look at all the perspectives that are required to inform this law. view
  • 18 Feb 2021 in National Assembly: I have heard Members contribute on the Floor of this House in the three sittings we have had and we seem to agree on almost everything. We seem to have unanimity on almost everything except when it comes to the framing of the question. It is critical that we look at both reports - the CIOC Report and that of the Departmental Committee on Justice and Legal Affairs and harmonize them. The leadership of this House - and Hon. Kimunya is here - should help or guide us on this because we can have a good law that we will ... view
  • 18 Feb 2021 in National Assembly: We have to be holistic on this. In framing the questions or when we are passing this legislation, let us look at this country. Let us look at the interests of the country today and for decades to come. Let us not look at what is likely to happen next year or the following year. If it is the will of this House or of this nation that we have multiple choice questions, so be it. If we feel we are better off with a single question, so be it. Let us debate and look at what is good for ... view
  • 18 Feb 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I stand to support the Kenya National Library Service (National Bill No. 5 of 2020). This Bill will enable us do many things. Among others, it will enable us to develop our literature, promote financing of cultural celebrations, promote our culture and traditions, finance research at many levels and also enable us to create a community of readers spending their time productively. I was privileged to live in the western world for many years. They have book clubs. That is where people form clubs, come together once or twice a week to read books ... view

  • 18 Feb 2021 in National Assembly: It is critical for our Parliament to allocate resources so that we can realise those objectives in our Constitution, which has enabled us to come up with this Bill. There is no point for us to pass a Bill here and we do not resource it well together with the institutions that we are creating so that we can fully realise the objectives of those institutions. It is very important that once we establish those libraries, especially at national level, to really invest in translation software. It is critical that we are able to benefit from the wisdom of the ... view
