Speaker, I would like to seek a Statement from the Chairman of the Departmental Committee on Finance, Planning and Trade regarding utilisation of the Equalisation Fund as set out in Article 204 of our Constitution. For the last four financial years, monies amounting to Kshs12.3 billion have been allocated to the Equalisation Fund but it has not been utilised to-date, and the Government does not seem to have any plans for the funds to be used in the foreseeable future.   • 29 Apr 2014 in National Assembly: On a point of order, Hon. Temporary Deputy Speaker. I, for sure, did vote, having been in the Tenth Parliament with hon. Duale. There is a fundamental issue that I raised. I mentioned that there is a mechanism through which our national Parliament can inform the East African Legislative Assembly. The Leader of the Majority Party is insinuating that there is no such mechanism. That is why he is calling people names and asking them to listen to him. It is not necessary for him to do so.   • 23 Apr 2014 in National Assembly: Secondly, you did mention that cross-border talks between the two governments have been initiated and we welcome that position. I really want the Chairman to consider involving the county governments and, particularly, the governor, so that they are able to mobilize the people of Marsabit County to support the peace process. They should appreciate that, that is a national function. The county government can also support the peaceful co-existence of our people along the two borders. Therefore, will he consider also inviting the county government to do their bit by officially enabling them to be part of that process? view
