On a point of order, hon. Temporary Deputy Speaker. Is it in order for the Chairperson of Finance, Planning and Trade Committee not to be categorical whether he is supporting this Bill or not? The people of Ainamoi Constituency need to know whether he is supporting the Bill or not.

Thank you, hon. Temporary Deputy Speaker. From the outset, I want to say categorically that I oppose this Bill. This Bill by the Senators is in very bad faith. The Senate is looking for relevance because they have seen that they have very little to do; they are looking for relevance, the responsibilities and powers not envisaged in the Constitution. Hon. This Bill is basically asking Parliamentarians to go down to the counties to co- ordinate, scrutinize the budgets of those county governments and ensure there is some harmony. That is purely administrative; an executive role and it is not a role for a Parliamentarian who is supposed to do oversight, legislate and represent his people.

Hon. Temporary Deputy Speaker, this Bill is trying to commit funds of county governments by demanding that boards and structures that this Bill will create, be funded by the county government resources. We have no business determining how county governments are going to use their resources. Hon. Temporary Deputy Speaker, Article 176 of the Constitution clearly gives the county executive the mandate to only account in terms of how they use county resources only in their county assemblies. On a point of order, hon. Temporary Deputy Speaker. This is a House of rules and procedures, with traditions and precedents. Once a Member has raised an issue regarding constitutionality of any Bill, there has been precedent and I am a senior Member of this House; until that is determined, debate cannot continue. That is the precedent, unless we are changing the rules of this House. Until we determine the constitutionality of this Bill, this debate should not continue. Thank you, hon. Speaker, Sir. I rise to seek an adjournment on a definite matter of urgent national importance, regarding insecurity in Marsabit County. I am seeking this House to discuss this issue as a matter of national importance because the situation is very bad in that county. The reports we have is that yesterday over 25 people were killed and many more injured. Our people as we speak now are refugees in Ethiopia. All the roads have been blocked and people are not able to get food supplies, the situation is so intense that we will even lose more ...

Marsabit County in Moyale District and to ensure the loss of lives and property that we are witnessing everyday in that District is stopped. I am urging my fellow Members to support me on this and all I am seeking is for the Government to do its duty, which is basically to safeguard lives and property of citizens. This is the cardinal obligation of any nation which seeks to be called a Government. This is what I am seeking the national government to do so that peace prevails in Marsabit. Thank you, hon.
