It is the most progressive Constitution in the sense that we will have a Constitution which has enabled us to have the maximum and minimum land holding.   • 25 Mar 2014 in National Assembly: Thank you, hon. Speaker. I support this Supplementary Appropriation Bill. I really want to thank and appreciate the Budget and Appropriations Committee. I think they have been doing a very good Budget and taking a lot of issues into consideration. view

When Ministries are not absorbing the funds that we allocate to them in this Parliament, it means Kenyans are being denied some very critical services. I urge the Budget and Appropriations Committee that in future those Ministries that are not able to absorb funds are penalized. Some punitive measures should be meted on them because that is a sure strategy to ensure that Kenyans get the services that they require and the funds that we allocate to these Ministries are actually put to very good use.   • 25 Mar 2014 in National Assembly: Hon. Speaker, it is also very great to see to it that the Budget and Appropriations Committee is forcing the National Treasury to adhere to the law of the land. The funds that are allocated to the Constituencies Development Fund (CDF) should at the end of the financial year go to the CDF and it is also the same for the counties’ budget.   • 20 Mar 2014 in National Assembly: Hon. Temporary Deputy Chairman, I strongly support the deletion of Clause 76(2). If we retain it, we will destroy the institution of marriage. It will become a major business enterprise. Sometimes people make promises at a tender age of 16 or 18 years, when they are not even sure of what they are talking about. Let boys and girls date in high school. There is nothing wrong with that. But let us not make it a crime by taking them to jail or penalising them. With those remarks, I strongly support the deletion of this Sub-clause. view
