  • 5 Mar 2014 in National Assembly: Hon. Deputy Speaker, I think the formula that was followed is skewed and I believe that it should have looked at the area. After doing that, probably, there would have been much more. I believe there are areas that have people who are suffering and who have been left behind. Those are the people who need to be uplifted. I think we need to urge that this Fund be appropriated in time. I am very sure that, once this is done, people will prosper economically and socially. view

Deputy Speaker, with those few remarks, I support this amendment and ask other Members who have seen how Maasais, Samburus, Kikuyus from Ndeiya and Thika and Kambas suffer during the dry season to pass this Bill and have this money get to the people following the route that the CDF has taken with our participation and patronage and all will be well. Speaker, pursuant to Standing Order No.44(2)(c), I wish to seek a Statement from the Chairperson of the Departmental Committee on Education, Research and Technology regarding teachers who retired in 1997 and even earlier. The retired teachers went to court, seeking a resolution regarding their unpaid gratuity and other dues. The High Court ruled in their favour and awarded them a total of Kshs16.4 billion. The Treasury budgeted Kshs3.34 billion in the Financial Year 2009/2010 and Kshs2.6 billion in the subsequent years for payment to the retired teachers. I recognize that this Bill goes a long way in bringing the youth of this nation into the income bracket and by that, reducing the gap between the rich and the poor, which is very big in this country. I want to say that with that, other advantages will come in. The crime wave that we are seeing in this country will most likely come down when they get into the earning bracket.
